- ARCATA ASSOCIATES, INC has a requirement for 4 EACH AL2500-06 Interfacer II VDA 15channel 1 in 6 0ut.Arcata Associates, Inc intends to purchase the items from Apogee Labs 210 South ThirdStreet Nort Wales, PA 19454. Apogee Labs is the only responsible source which is capableof staisfying the agency's unique need for the following reasons:APOGEE LABS is the only manufacturer capable of satisfying all the NASA DFRC requirementsfor replacement VDAs capable meeting all our requirements and are truly Plug-and-Play,pin for pin compatible with the APCOM units. APOGEE LABS has demonstrated their ability to meet these requirements effectively andwithin budgetary constraints set aside by NASA DFRC WATR for this procurement.Procurement of another manufacturers equipment would significantly increase theprocurement cost due to other manufacturers equipment not being a fully developedproduct at this time. NASA DFRC has procured several of the APOGEE LABS VDAs in recentyears and another manufacturers equipment would not allow compatibility with equipmentand spares already replaced. Another manufacturers equipment would require procurementof additional spare modules and parts.Mission impact risk will be significantly reduced due to APOGEE LABSs ability to meetour requirement with Commercial-Off-The-Shelf (COTS) equipment with short lead time.Other manufacturers do not have a COTS solution and would require long lead time due toengineering, development, production and delivery delays. APOGEE LABS is the only manufacturer that can satisfy our mission critical timeconstraints. With 20 plus year old equipment waiting replacement time is of the essence.APOGEE LABS can deliver a replacement VDAs within 30 to 60 days.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. PacificTime August 24, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
