Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.(ii)This Request For Quotation (RFQ) incorporated provisions and clauses are in effect through Federal Acquisition Circular (FAC) 2005-44. (iii)This solicitation is a total small business set-aside, NAICS 488390, with a small business size standard of $7.0 million dollars. The U.S. Department of Labor Wage Determination Number: WD 05-2375 (Rev. 8), dated July 29, 2009, is applicable. This RFQ is set-aside 100% for small business concerns. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv)The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. The Government contemplates the award of a single purchase order on a 'low-price-technically-acceptable' basis. A technically acceptable business will meet or exceed the following criteria: (1) Have at least three (3) to five (5) years of experience performing similar services as required in this solicitation. (v)LOCATION: Riis Landing in Fort Tilden, Queens, NY (vi)REQUIREMENTS: Repairs are needed to two (2) an existing cast aluminum gangway boat ramps, approximately 30' x 4' and weighing over a half a ton each. Additionally, repairs are also needed for the electrical shore power supply servicing both docks to which the boat ramp lands. Repairs shall be in accordance with the specification in the Statement of Work (below).(vii)SITE VISIT: An organized site visit will be scheduled on Thursday, August 12, 2010 at 10:00am. Interested parties shall respond via email to Lori_achkar@.nps.gov, indicating their intent on attending and provide the name(s) of the attendee(s) no later than 12:00 pm on Wednesday, August 11, 2010. (viii)SCHEDULE OF SUBMISSIONS: One (1) invoice must be submitted after successful performance and acceptance.(ix)SCHEDULE: The actual time frame for accomplishing the project should take no longer than 30 days after award.(x)DOCUMENTS TO BE INCLUDED IN THE QUOTE1.Detailed specifications including all descriptive and technical literature to be used during this project 2.A firm fixed price quote.3.Applicable warranty information4.Three (3) references of the proposed services within the past five years5.Name, phone number, and address of your point of contact. Statement Of Work.Repairs to U.S. Park Police Aluminum Gangway at MarinaUS Park Police Marine Unit, Riis Landing, Queens, New York1.0 BackgroundRepairs are needed to two (2) an existing cast aluminum gangway boat ramps, approximately 30' x 4' and weighing over a half a ton each. Additionally, repairs are also needed for the electrical shore power supply servicing both docks to which the boat ramp lands. The ramps are located at the United States Park Police Marine Unit at Riis Landing in Fort Tilden, Queens, NY.The ramps were severely damaged by a high tide event during a January storm. Subsequent February and March nor'easter storms have intensified the damage to the point where repair is critical for both. The ramps have been rendered unusable and this causes a serious safety hazard for the police officers who must use the ramp to get to their vessels.2.0 ScopeRamp #1 - Marine 2 DockThe work includes all repairs necessary to restore the safe operation of the aluminum gangway including, but not limited to the following:Removal of the existing gangway from the bulkhead and transporting off site to and from the contractor's facility to complete the repairs (if necessary).Cut and grind out existing failed welds, replace damaged aluminum sections and with new, and complete new welds as necessary to restore structural integrity of system.Size, cut and install new aluminum flat stock and angle iron to resurfaced ramp and welding the materials to the top of the ramp. Remove damaged rollers from the bottom of the ramp where it lands on the dock and replace with new rollers of the same material and fabrication.Once repaired, the gangway shall be reinstalled from the bulkhead to the dock. The reinstallation process will require re-welding the aluminum flat stock and angle iron to the existing bulkhead to facilitate the connection of the gangway to the bulkhead. Insure that all materials are grinded smoothly the welds are true and the rollers freely move with the tides.Repair damaged 30 amp shore power including restoration of service and all conduits, wiring from shore onto the dock to its existing point of termination (outlet, etc.).Ramp #2 - Marine 4 DockLift up ramp, re-weld baseplate and install tred end to gangway.Repair damaged 30 amp shore power including restoration of service and all conduits, wiring from shore onto the dock to its existing point of termination (outlet, etc.).3.0 ObjectivesThe objective of this contract is to restore the use of two existing aluminum gangways at the US Park Police Marina to allow proper access from land, starting from behind the bulkhead, landing onto the existing docks.4.0 RequirementsContractor shall confirm all measurements and condition of the aluminum gangways prior to starting the work. Work shall be coordinated with the operations of the US Park Police and NPS Jamaica Bay Facility Management Division prior to and during the period the work is taking place. Source Limitations: Obtain each type of aluminum railing from single source from single manufacturer.Welding Qualifications: Qualify procedures and personnel according to the following:1.AWS D1.1/D1.1M, 'Structural Welding Code - Steel.'2.AWS D1.2/D1.2M, 'Structural Welding Code - Aluminum.'3.AWS D1.6, 'Structural Welding Code - Stainless Steel.'5.0 DeliveryUpon award of the contract, contractor shall complete all repair work and restore the two gangways within 30 days.6.0 Government-Furnished PropertyNot Applicable7.0 SecurityThe US Park Police Marina is secured by a entrance gate. Contractor shall make all coordinate site visits and working hours with US Park Police and and NPS Jamaica Bay Facility Management Division a minimum of 48 hours in advance. 8.0 Place of PerformanceWork shall take place at the US Park Police Marina located at Riis Landing, Queens, New York. Riis Landing is part of Gateway National Recreation Area, a Unit of the National Park Service.9.0 Period of PerformanceThe period of performance is for 30 days from the issuance of Notice to Proceed from the contracting officer
