- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This Combined Synopsis/Solicitation is issued as a request for quotation (RFQ) WC1D002170001. (iii) This Combined Synopsis/Solicitation and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2005-16. (iv) This acquisition is a Small Business Set-aside, Size standards $7.0 Million. The applicable NAICS is 561730. (v) The items requested are as follows: ITEM NUMBER 0001, DESCRIPTION OF SERVICES: The Contractor shall provide all management, tools, transportation, supplies, materials, equipment and labor necessary to mow and edge grass in designated areas and keep the walkways, handicap ramp and stairways free of snow and ice during the winter months Grass Cutting/Mowing: The Contractor shall perform services as required to maintain the appearance of a well groomed lawn. Edging along the building, handicap ramp and entry walkways will be accomplished each time mowing is performed. The Contractor shall apply fertilizer/herbicide twice yearly or as directed by the COR. Snow removal: Snow removal will be performed on the entry stairways, handicap ramp and entry walkways after the accumulation of one inch of snow. After snow is removed the contractor will spread sand as to create a non-slip surface for personnel entering and departing the building. Sanding may be necessary due to icy conditions resulting from freezing rain. The area may be viewed at bldg 1064. The POC for this action is Tony Maes in room B203. Please come to the basement have a walkthrough of the area. The 52.212-1, Instructions to Offerors, Commercial, applies to this acquisition, along with the following addenda. (ix) Offers will be evaluated using the following evaluation factors, technically acceptable, price and delivery time. The contract will be awarded to the offeror that provides the best value to the government. (x) All offers must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications, I) (xi) The clause at 52.212-4, Contract terms and Conditions Commercial Items applies to this acquisition along with the following addenda: 52.219-1, Small Business Program Representations (Apr 2002).
