PR-NC-10-10815 Sources Sought Notification THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposals and no contract will be awarded from this notice. This information is requested as market research. The United States Environmental Protection Agency (EPA) is seeking businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The EPA currently has a contract for the transfer of the EPA?s subsidy funds for the EPA employees that work at EPA facilities in the Research Triangle Park, NC area and Chapel Hill, NC area who are utilizing van pool vehicle services, on a per-employee basis. The contract number is EP-D-06-002 and the contractor is the Triangle Transit Authority (TTA) of Research Triangle Park, NC. It was for a base period of twelve (12) months, with four (4) additional twelve-month option periods. The current contract is in its last option period, which expires on October 31, 2009. Currently there are approximately between 100 and 150 participants, depending on the time of year. Current Locations are as follows: 1.Old West / Durham / Watts Hillandale2.Hillsborough3.Fuquay Varina (3 Locations)4.Chapel Hill (3 Locations)5.Bahama6.Clayton7.Greensboro8.Fayetteville9.Clayton10.Cary11.NW Durham12.Wake Forest13.Sanford / Apex14.Mineral Springs (Durham)15.Burlington / Graham16.Hardscrabble Plantation clubhouse 17.Pittsboro18.Wake Forest II19.Cary to UNC-CH There is the potential for future locations. Potential locations for new services are in Charlotte, Sanford, and new stops in the above locations. The EPA may consider the issuance of a competitive solicitation for a successor contractor for van pool vehicle subsidy transfers if the results of this sources sought notice support this type of procurement. If this requirement is subject to competition, there is the potential for multiple contract awards. The contract(s) will consist of a base period of twelve (12) months, with four (4) additional twelve-month option periods. This notice is a request for information from the business community with the capabilities to execute this type of requirement. The Government invites all interested parties who believe that they possess the experience and capabilities necessary to meet or exceed the stated requirements to respond to this sources sought by submitting information that fully explains their capabilities and qualifications and addressing the questions below. Responses to this notice should consist of appropriate documentation, literature, brochures, and references. Responses are expected to be five to ten pages, following the set format. The Government will not pay for any information solicited. Respondents will not be notified of the results of this evaluation. One of the main functions of this synopsis is to assist the Contracting Officer in determining if any other sources exist and if competing this requirement is a viable strategy for this procurement. Any and all businesses, large or small, that are qualified to perform this work are encouraged to respond. The North American Industry Classification System (NAICS) number 532112 applies to this requirement and the small business size standard is $25.5 Million in average annual receipts over the preceding three fiscal years. It is requested that interested parties submit a brief response to this notice. Respondents must include a company profile, to include number of employees, annual receipts, office location(s), DUNS number and CAGE Code, references with detail of work performed, and information on at least three recently (past 3 years) completed projects of similar work within the same magnitude of this notice. Each reference shall include the company name and title, telephone number, and point of contact. Indicate whether your firm was the prime contractor or subcontractor on other similar projects. Interested parties who believe that they are qualified to perform these services must submit for evaluation, the requested information, a list of projects by contract numbers, project titles, description of work, contract dollar value, brief description of how the referenced contract relates to the work described, and responses to the following questions: 1.Provide documentation that demonstrates recent and relevant experience in providing van pools. 2.Provide documentation that demonstrates recent and relevant experience in providing van pool vehicle subsidy transfers. 3.Provide a list of all the locations that your company is able to offer van pools? Do you offer the same locations as the current contract? Do you offer locations at the potential new location areas? 4.Explain the typical terms and conditions that would be applicable for your particular company for this type of requirement. 5.Indicate in the affirmative or negative if you have ever worked with Government subsidies before. 6.If you have ever worked with the Federal Government before, explain the type of contract that you typically have entered into (firm fixed price, cost, etc.). 7.If you have ever worked with in the commercial market, explain the type of contract that you typically have entered into. 8.Indicate what the initial fee / deposit would be for each rider in a van pool. 9.Explain the type pricing structure that your company typically uses for this type of requirement. How much is the cost / van pool fare per rider? What is the basis of the unit cost? Is it on a cost per mile basis? Is it monthly? Is it dependent on the size of van and number of riders? 10.Does your company offer discounts? For example, are there discounts depending on the number of people per vehicle? 11.What all does your cost / van pool fare cover (gas, repairs, maintenance, etc.)? 12.Describe the size and number of vehicles that your company has available for use. 13.Indicate if you are a small or large business. If you are a small business, indicate the type of small business (8(a), HUBZone, Service Disabled Veteran Owned, Woman Owned, Veteran Owned, and/or general small business). Provide proof of SBA certification of the firm?s status as a small business. Include average annual receipts over the preceding three fiscal years. The submittal to responses to this sources sought notice is not expected to be a proposal, but rather short statements regarding the company?s ability to demonstrate existing, or developed, expertise and experience in relation to this project and the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted. Submission of responses is not a prerequisite to any potential future offerings, but participation will assist the EPA in tailoring the requirement to be consistent with industry capabilities. The determination to proceed with full and open competition is solely within the discretion of the Government.
