Description
The purpose of this Sources Sought/Market Survey is to identify production sources for the 1.CAP, FUZE PROTECTOR, MARK 4 MOD 0 - Drawing number 437782 2.CAP, FUZE PROTECTOR, MARK 10 MOD 1 - Drawing number 2839 CAP - Drawing number 2839215; SNAP RING - Drawing number 2839200. The contractor must procure the below to complete the assembly: SILICONE COMPOUND - MIL-S-8660 and O RING - MS28775-230. Notice: The Technical Data Package (TDP) associated with the 5 inch/54 Cap, Fuze Protector, MK 4 and Cap, Fuze Protector, MK 10 MOD 1 are classified as Distribution D limited distribution. Distribution Statement D means that the TDP cannot be distributed on the Internet. This TDP contains technical data whose import is restricted by the arms export control act, (Title 22, U.S.C., SEC 27 51 ET SEQ.) or the Export Administration Act of 1979, as amended titled, 50 U.S.C. APP 2240, ET SEQ. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 52 30.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the Technical Data Package (at this time only the top drawings are available) (see www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification, you must request a copy of the top drawings via email to Kelly.k.clifton@us.army.mil ; request MUST include Cage Code, Company Name, Address, Phone, Email address and point of contact. The TDP will then be mailed to those certified offerors. Please allow two weeks for delivery. If expedited receipt of drawings is desired your company Federal Express number can be provided with request. The Fuze Protector Cap Mark 4 Mod 0 is made of two components, the Cap Body and four Lugs as shown on drawing number 437782. The Cap Body is historically a drawn or formed part and is to be made of Steel Sheet, Cold Rolled, Drawing Quality per ASTM A619. The four Lugs are to be joined to the Cap either by resistance welding in accordance with MIL-W-12332 Type Optional Grade B, brazing in accordance with MIL-B-7883 or by fillet welding. The assembled Fuze Protector Cap is then to be identified by 3/16 stamped characters in accordance with the drawing. The finished metal part is then to be zinc plated in accordance with ASTM B633 Class FE/ZN 12 Type 11. The Fuze Protector Cap Mark 10 Mod 1 is made of three components, the Cap Body, the Sealing Collar and the Support Ring as shown on drawing number 2839215. The Cap Body is historically a formed part and is to be made of sheet steel QQ-S-698, ANSI 1010-1020. The Support Ring is historically a stamped and/or formed part and is to be made from carbon steel QQ-S-698, ANSI 1010-1020. The Sealing Collar is historically machined from carbon steel bars ASTM A108-73, 1010-1020 or cut from seamless carbon steel mechanical tubing ASTM A519, round, cold worked 1010-1020. The Support Ring and Sealing Collar are to be joined to the Cap Body via resistance welding in accordance with MIL-W-12332 or by brazing in accordance with MIL-B-7883, type optional, grade B. The assembled Fuze Protector Cap is then to be identified by 3/16 stamped characters in accordance with the drawing. The finished metal part is then to be zinc plated in accordance with ASTM B633. The Snap Ring, Drawing number 2839200, is historically a stamped retaining type ring and is to be made of carbon steel plate ASTM A827 SAE 1050. The snap ring is to be phosphate coated in accordance with MIL-P-16232, type M, CL3 then stamped, etched or engraved with 1/8 high characters in accordance with the drawing. The assembly is then completed by inserting an O Ring greased with Silicone Compound into the cap, installing a Snap Ring. The governments interest would be a one year contract for 2,000 to 10,000 MK 4 Fuze Protector Caps and 1,000 to 5,000 MK 10 Fuze Protector Caps. All contractors interested in this notice must be registered in the Central Contractor Registration Database. Interested companies should provide minimum production requirements and any production limitations (significant lead times with equipment or materials). Interested companies should respond by providing the government the following information: a brief summary of the companys capabilities (A description of the facilities, personnel experience, quality system and past manufacturing experience as it relates to the above criteria) and availability. If a respondent does not have adequate resources (facilities, technical, Manufacturing, personnel, etc.) available, then they must be able to demonstrate their ability to obtain those resources in a timely fashion. A respondent should provide their Quality Management System certification type. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, they must identify which items they plan on subcontracting. Companies are requested to produce a rough order of magnitude price for each assembly. First Article Inspection would be required prior to production. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the government. The government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited. Participation in this effort is strictly voluntary. The government will utilize the information provided only to develop the acquisition strategy for future requirements. All submissions are requested to be made electronically to Kelly.k.clifton@us.army.mil and shall be submitted no later than 8 September 2010. All information submitted will be held in a confidential status.
