Description
This is a combined synopsis/solicitation for commercial service/items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement is for Photovoltaic Syatem - Design and Installation os a 16kW AC System. SUMMARY: The Hawaiian Islands Humpback Whale National Marine Sanctuary is soliciting bids for the design and installation of a turn-key 16 kW AC, net metered, photovoltaic system (pv) to be installed on the Sanctuary Learning Center in Kihei on Maui. DETAILED DESCRIPTION: General Requirements • Complete design and installation of a 16kW AC pv system. • The system shall be a standard (string) system and not use micro-inverters. • This system shall be net metered. • Contractor shall be responsible for all equipment, permits, applications, and work. • The contractor shall work with the local power company (MECO) to get approval and set up a net metered system. • Contractor shall be responsible for all cost associated with permitting, application, and fees with the county, city, and MECO. • System shall be designed in such a way that it can be easily expanded as future funds are made available. • The system shall also have a web based monitoring and information portal that can be easily accessed through a kiosk system. This system shall provide information about the output, energy savings, carbon offset, and technology in general. • The contractor shall warranty the photovoltaic system and all components. Warranty Contractor shall warranty all installation and work for one year. Manufacturer warranties shall be provided for all equipment. Safety The contractor is responsible for ensuring the work is carried out in a safe manner that is in compliance with all local and federal codes. This includes applying for any required permits and ensuring all equipment meets required standards. The contractor is also responsible for marking off work area to keep public traffic away and safe. Site Coordination The contractor will work closely with the sites Facilities Coordinator and will deal with him only for all issues related to the job. At no time shall other staff be authorized to dictate the scope of work or make changes to the work plan, schedule, or access in or around the work area. The contractor shall meet daily with the coordinator to inform him of the job schedule, what areas are off limits to staff and public traffic, and any problems related to the job. This solicitation is issued as a request for quotation (RFQ). In order to register with CCR and be eligible to receive an award from this Acquisition Office, all offerors must have a Dun & Bradstreet Number (DUN).
