Description
Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 6120 Executive Boulevard, EPS Suite 600, Room 6072, Rockville, MD 20852, UNITED STATES. Description The National Cancer Institute (NCI), Division of Cancer Epidemiology & Genetics (DCEG), Nutritional Epidemiology Branch (NEB) plans to procure brand name activPAL activity monitors, activPAL five port docking stations, activPAL software site licenses, and PALstickies removeable attachments manufactured by PAL Technologies, 141 St. James Road, Glasgow, G4 0LT, UK. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System Code is 334510 and the business size standard in 500 employees. The government anticipates two awards will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The contractor shall provide: 1) 344 activPAL activity monitors; 2) 16 activPAL five port docking stations; 3) 4 activPAL software site licenses and; 4) 1,620 PALstickies removeable attachment pads. Facts and Reasons to Justify Other than Full and Open Competition: Statutory authority: Statute: This acquisition is conducted under the authority of section 4202 of the Clinger-Cohen Act of 1996as set forth in 13.106-1 (b)(1). (b) Soliciting from a single source. (2) For sole source (including brand name) acquisitions of commercial items in excess of the simplified acquisition threshold conducted pursuant to Subpart 13.5 the requirements at 13.501(a) apply. No other requirement and/or type for supply or service will satisfy agency need. The current acquisition is based on the need to measure sedentary/sitting behaviors in free-living adults using a reliable, valid, and easy to wear activity monitor. PAL Technologies is the only known company to develop a one-piece monitor that was designed to be worn on the thigh; provides a direct measure of body position (ie, sitting/lying down vs. standing upright and/or walking); has been found to be reliable and valid in laboratory and field-based studies; and is acceptable to participants for up to 7 days of wearing. In addition, it is imperative to ensure comparability in our measures between studies that we have already conducted, as well as studies that we plan to conduct. Further, we also have developed specific data collection protocols and data management (computer programming) tools to summarize the output from the activPAL, so we've already invested a great deal of effort into developing this monitoring system for the studies we plan to conduct. Therefore, NCI requires the brand name activPAL manufactured by PAL Technologies. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on August 18, 2010. No electronic capability statements will be accepted (i.e. email or fax). An original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
