Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Vemco, Inc for the purchase of VR2W Coded Acoustic Receivers (69Hz) with Bluetooth. The Gulf of Mexico Sturgeon was listed as "threatened" under the Endangered Species Act in 1995. The 2009 Gulf Sturgeon Working Group set research objectives in order to fulfill the data nees of future assessments. The primary objective was to obtain reliable estimates of natural mortality and abundance. In order to attain these objectives, a standardized protocol for estimating mortality was implemented in which Vemco VR2W receivers are used as "gates" at the mouths of seven major rivers defined as critical habitat for this species. Each year for five years, five Gulf sturgeon from each river will be implanted with Vemco V16 transmitters. Because Vemco transmitters are proprietary, other types of receivers may not be able to pick up Vemco signals and allowing Gulf sturgeon to leave the rivers undetected. Reliable tag detections are crucial for the success of the project. This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the VR2W Coded Acoustic Receivers (69Hz) with Bluetooth may submit substantiating documentation in writing within ten days of this notice. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisitions Division-Kansas City requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
