- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for two (2) identicalresearch sterilizers/autoclaves.SPECIFICATIONS NASA Ames Research Center has a requirement for two (2) identical researchsterilizers/autoclaves units with the following specifications:1)Minimum internal size of chamber 25' X 25' X 30' (height);2)Provide both dry and liquid cycles;3)Include steam generator built to be compatible with unit;4)Units shall be free-standing;5)Door configuration either vertical or top-loading (to minimize space needed);6)Provide microcomputer control and printer to record settings and cycle forquality assurance;7)Supply seismic safety features (e.g. restraints);8)Provide all associated hardware;9)Deliver and install two (2) units to NASA Ames Research Center, Moffett Field, CA94035-0001.DESCRIPTION OF USE IN PROJECT This equipment is needed to sterilize liquids and laboratory equipment, containers andtools.PERIOD OF PERFORMANCE Complete delivery and installation of two research sterilizers at NASA Ames ResearchCenter within 30 days of award date. DELIVERABLES Deliverables under this procurement include the two (2) research sterilizers/autoclavesspecified above, plus delivery and installation. Delivery shall be FOB Destination.This procurement is a total small business set-aside. In accordance with FAR 19.001, asmall business concern is defined as a concern that is qualified as a small businessunder the criteria and size standards in 13 CFR Part 121, and is organized for profitwith a place of business located in the United States or its outlying areas and thatmakes a significant contribution to the U.S. economy through payment of taxes and/or useof American products, material and/or labor. Additional information regarding smallbusiness contracting with the federal government is available from the Small BusinessAdministration at http://www.sba.gov/.The North American Industry Classification System (NAICS) Code and the small businesssize standard for this procurement are 339113 (Surgical Appliance and SuppliesManufacturing) with a small business size of 500 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. Offers for the items(s) described above are due by Friday, August 27, 2010, no laterthan 12:30 PM Pacific Time, to the contract specialist, Karen Klaas, emailKaren.Klaas@nasa.gov, and must include: a firm fixed price for the required items,solicitation number, proposed delivery schedule, discount/payment terms, warrantyduration (if applicable), taxpayer identification number (TIN), identification of anyspecial commercial terms, and be signed by an authorized company representative.The provisions and clauses in the RFQ are those in effect through Federal AcquisitionCircular (FAC) 2005-44.The Federal Acquisition Regulation (FAR) may be obtained via the Internet at URL:http://www.acquisition.gov/far/index.html. Telephone questions will not be accepted.Selection and award will be made to the offeror whose offer will be most advantageous tothe Government, with consideration given to the following evaluation factors: (1)Technical merit of the proposed two research sterilizers/autoclaves units, and the extentthat they meet all of the specifications listed above. (2) Schedule: An evaluation of theofferor's proposed delivery and installation date to NASA Ames Research Center. (3)Price: An evaluation of the reasonableness of the quoted price for the two researchsterilizers/autoclaves units.Other critical requirements: The offerors past performance and warranty for the two (2)identical research sterilizers/autoclaves shall be considered. It is critical thatofferors provide adequate detail to allow evaluation of their offer. (SEE FAR52.212-1(b)).Prospective offerors shall notify this office of their intent to submit an offer.
