Description
The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA), and Atlantic Oceanographic & Meteorological Laboratory in Miami, FL, intends to procure services to provide for an alternate (backup) laboratory capable of analyzing samples according to a particular criteria of analysis, so that samples can be analyzed within required holding times. The number of samples to be analyzed may vary from 0 to 100 for each analyte listed in the evaluation criteria below, except the dissolved inorganic nutrients (nitrite, nitrate, ammonium and orthophosphate) and dissolved silica, which will have approximately 10 samples each for inter-laboratory comparisons. Sample analyses will be paid on a per sample basis and not in a lump sum amount. Requirements: 1. The laboratory's personnel, procedures, equipment, facilities and quality system must be in compliance with the requirements of FAC rule 64E-1 and the 2001 National Environmental Laboratory Accreditation Conference (NELAC) Standards. 2. The laboratory must be National Environmental Laboratory Accreditation Program (NELAP) certified by the Florida Department of Health for non-potable water general chemistry. 3. The laboratory must be within Miami-Dade County so that samples can be delivered at the end of a sampling day to meet required holding times. 4. The laboratory must be capable of analyzing the samples within the analytes specified holding times. 5. Quality Assurance/Quality Control (QA/QC) must be performed and included in the charge for each analysis. 6. The laboratory must have the capacity to analyze up to 100 samples per month for each of the following analytes: 1) Dissolved organic carbon (DOC), 2) Total particulate nitrogen (TPN), 3) Total particulate phosphorus (TPP) and 4) Total dissolved nitrogen (TDN), and up to 10 samples each for the following analytes: 1) Dissolved inorganic nutrients (NO2-, NO3-, NH4+, SRP), 2) Dissolved silicate-Si, and 3) Total dissolved phosphorus (TDP), This is a small business set-aside. The NAICS code for this action is 5413800. Small Business Size Standard $12.0M. Request for Quotation documents will be available on or about August 20, 2010.
