Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health Divison of Applied Research and Technology hereby announces its intent to issue a purchase order to the University of Connecticut, The Center for the Promotion of Health in the New England Workplace (CPH-NEW) for the completion of a project to develop, market and disseminate a customized collection of job stress materials specifically tailored for Corrections Officers, their Supervisors and Correction Facilities. The Objectives of this Project will be accomplished by: 1) Review existing/previously collected survey and qualitative data to tentatively identify the types of outreach/communication materials that have the greatest potential of effectively reducing job stress among the correction officer population. Materials should target correction officers themselves, their supervisors and upper-level management. 2) Coordinate / facilitate 2-5 focus groups (consisting of no more than 9 persons per group) with current corrections officers, their supervisors/managers, unions and/or higher level management. The purpose of the focus groups will be to solicit reactions to proposed materials and recommendations for alternatives if necessary. The focus groups shall be conducted by trained/experienced moderators. A report summarizing focus group findings and containing specific recommendations for the outreach materials to be developed shall be submitted to the project officer after all focus group interviews have been completed. Period of Performance September 15, 2010 through September 30, 2011. Unique qualifications of the vendor that support the sole source: The Center for the Promotion of Health in the New England Workplace (CPH-NEW) faculty/investigators have been partnering with the Connecticut Department of Correction and other Departments of Correction to improve job health and wellness for the Correction Officer Population. CPH-NEW has interacted extensively and collected survey and other data from this high risk occupational group that will aid NIOSH in the development of job stress informational/outreach materials tailored to the needs of this population. This project is supported by justification for other than full and open competition to TSI Incorporated under authority of 41 U.S.C.253(c) (1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Please forward the capability statement and pricing information to James Ambrozic, Purchasing Agent, Reference Solicitation # 000HCCGE-2010-85721, 626 Cochrans Mill Road, Pittsburgh, PA 15236; email: eud7@cdc.gov. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with University of Connecticut, CPH-NEW as the only source and a purchase order will be issued without any additional notices being posted.
