- Description
- The Michael E. DeBakey VA Medical Center Houston, TX has a requirement for Project # 580-07-115, "Renovation of Cardiology and Pulmonary Departments" per contract Drawings and Specifications. This opportunity is available only to contractors under public law 109-461 and 38 USC 8127. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a Service-Disabled Veteran-Owned Small Business 100% Set-Aside. The S.D.V.O.S.B. contractor is required to perform a minimum of 15% of the construction work on the project utilizing their own workforce. This does not include paperwork, submittals, etc. Additionally, this acquisition will be awarded in accordance with FAR 14.408-1(a) (3), to that responsible bidder whose bid, conforming to the invitation, will be most advantageous to the Government, considering only price and the price-related factors. A Firm-Fixed Price Construction contract award is anticipated. Contractor shall completely prepare the site for operations, by providing all labor, material, equipment, and management to renovate approximately 17,900 sq. ft. of existing space on the 3rd floor in areas G and H of the main hospital building 100. The project will include renovations of approximately 11,695 sf for the Cardiology Department in area 3H and 6,214 sf for Pulmonary Department in area 3G. Both areas will remain functional during construction. The project also includes architectural renovations, new finished, HVAC system, mechanical, plumbing, fire alarm and sprinkler systems, low voltage communications and data, and electrical lighting and power. The period of performance is 180 calendar days from the Notice to Proceed. The Solicitation documents, including specifications and drawings, are attached. Hard copies will not be mailed. The closing date for submitting bids is September 14, 2010 at 2:00 PM Local time. A 90 day bid acceptance period will be required. A Bid bond must be submitted with the offerors bid. Performance and Payment bonds will be required from the contractor receiving award. A pre-proposal conference is scheduled for Thursday August 19, 2010 @ 10:00 AM in room 4B-300. The magnitude of construction is between $1,000,000 and $2,000,000. North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $33.5 million in average annual receipts for the past three (3) years. Offerors must be registered at the Vendor Information Pages at www.vip.vetbiz.gov, currently registered in the Central Contractor Registration (CCR) database at www.ccr.gov, and have completed online Representations and Certifications at http://orca.bpn.gov prior to contract award.
