- Description
- NASA Glenn Research Center (GRC) has a requirement for a Gas Analyzer System. NASAGRC intends to purchase the item from CIC Photonics Inc. The statutory authoritypermitting other than full and open competition is 10 U.S.C.2304(c)(1), only oneresponsible source and no other supplies or services will satisfy agency requirements.NASA GRC requires the gas analyzer to handle high temperatures and high pressures asrequired by the research project. The Government intends to acquire a commercial itemusing FAR Part 12. Interested organizations may submit their capabilities andqualifications to perform the effort in writing to the identified point of contact notlater than 8:00 am local time on August 16, 2010. Such capabilities/qualifications willbe evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government. Oral communications are NOTacceptable in response to this notice. All responsible sources may submit an offer whichshall be considered by the agency. An Ombudsman has been appointed.
