- NOTICE OF DECISION TO CONTRACT WITH A SINGLE-SOURCE: The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center, intends to award a single-source Purchase Order to Frasca International, Inc, Urbana, Illinois for the procurement of Garmin G1000 Upgrades to the FAA Academy's Frasca B58 Baron Flight Training Devices. This procurement is considered to be single-source based on the proprietary nature of the requirement. Frasca Flight Training Devices and their components are proprietary designs and they do not license or authorize other companies or individuals to perform upgrades. These devices are regulated by the Federal Aviation Administration and must continue to perform as when originally manufactured, they may not be altered in any way not authorized by the manufacturer. For that reason, Frasca International is the only company that may legally provide upgrades or modifications to these units. Purpose of Announcement: In accordance with the FAA Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single-source procedures.
