Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. The solicitation number is Q9420101004, and the solicitation is issued as a request for quotation (RFQ). The NAICS code is 512110 and the small business size standard is $29.5 million. This solicitation is a small business set-aside. This solicitation will result in an award of a firm, fixed-price contract. Notification of any changes will be made as modifications to this announcement. To receive award, vendor must maintain a current registration at www.ccr.gov. The National Park Service has a requirement for a single contractor to replace outdated audio visual kiosk content with two minute videos on the subject of Lewis and Clark Expedition, the Clatsop People and park resources. All videos will have descriptive narrative for seeing impaired and captioned for the hearing impaired. Scope of Work for Audio Visual KIOSK content update I.Background: This project plans to replace and update outdated audio visual films for the Fort Clatsop Visitor Center kiosk. Previously a TV monitor and laserdisc station was located where visitors could press one of nine buttons to choose one of nine short movies (2 to 5 minute) to learn about skills of the Lewis and Clark Expedition. With the expansion of the park, the films no longer reflect all of the opportunities, such as recreational, volunteer and stewardship opportunities and themes of the park. The project is design to create new and engaging films to introduce and educate audiences to the multiple opportunities available at Lewis and Clark National Historical Park. The films will be open caption for the hearing impaired and have audio descriptive narration for the visually impaired. To reduce costs the park will provide story boarding, scripting, voice talent, locations, props and photos or maps. However, the park staff expects input and creative collaboration from the contractor. It is hoped this project will attract student directors or other young professionals. This project is intended to be a micro-project, awarded to an emerging small business, non-profit or student group. It is the desire of the park to find a producer who interacts well with the park staff, who can be on-location to capture the imagery, has strong editing abilities and who can deliver the finished products on deadline. II.Product Description and Specifications: There are three parts to this project: 1) create four, two to three minute films; 2) edit and add music to nine, two to four minute previously created films and 3) open captioning and audio narrative descriptions for the visually impaired for all the films. These videos will primarily be viewed on a touch screen kiosk in the Fort Clatsop Visitor Center and possibly on the park's website or other media. The park will be responsible for uploading the films into the kiosk, websites or other media. Each film will have a theme, a source to offer a more in-depth perspective and a call to action so the visitor can think about moving beyond a passive viewer to becoming an engaged visitor who will protect the resources. The idea is motivate people to become active and inspired visitors. New films to be created:1. Natural Resources of Lewis and Clark NHP-from the fish to the visitor, this film shows the success, uniqueness, and importance the South Clatsop Slough restoration project. 2. The Education Program-this video provides visitors with an overview of the variety of education programs offered at the park.3. Volunteering-a volunteer describes why they volunteer and what they have learned and gained over the years. There will also be a quick montage of five or six volunteers from varied ages answering one question. The end of the program asks the visitor to think about how they could volunteer.4. Recreation- a person experiencing all that the park has to offer: kayaking, hiking, the fort, guest speakers, walking on the beach, birding. At the end of the video, the viewer will be asked to come and experience the recreational opportunities of Lewis and Clark National Historical Park. Existing Films to be edited and music added: 1. North Coast American Indian Origin Story-this high definition film footage was originally created in 2004 for the park's orientation film "A Clatsop Winter Story". The footage was deleted from the orientation film. The footage is of a Clatsop woman telling the origin story to children around a campfire with some visuals of the story imposed in the black sky behind the woman. The footage is one and half minutes long and needs more existing footage to be edited in behind the narrator. 2. Canoe Building-this 3:00 minute long film was created in 1992. This film demonstrates how the expedition made canoes from Ponderosa pine along the Clearwater River, Idaho to travel on the Snake and Columbia River to reach the Pacific Ocean. 3. Bullet Making-this 2:00 minute film was created in 1992. This film demonstrates how the expedition made lead bullets. 4. Flintlock Firing-this film is 3:40 minutes in length and was created in 1992. This film shows a costume ranger explaining the how a flintlock gun works to a park audience.5. Elk Hunting-this film is 4:10 minutes in length and was created in 1992. The film shows the expedition hunting for and has great footage of elk herd. 6. Hide Tanning-this 4:00 minute film was created in 1992. The film demonstration the how the expedition brain tanned the elk hides to make clothing.7. Flint and Steel Fire Starting-this 1:15 minute film was created in 1992 and demonstrates how to start a fire with flint and steel. 8. Candle Making-this film is 3:40 minutes in length and was created in 1992. This film demonstrates how the expedition made candles from tallow (elk fat) to be able to write in their journals and create a record of the expedition. III.Contractor Tasks: "Travel"Videographer "All equipment including camera, audio recording equipment, lights, cables etc"Studio Time"Editing"Music to license"Open captioning on all films"Recording of an audio descriptive narration for the visual impaired for all films"Allow for six weeks of staff review followed by necessary revisions and submissions of final movies"Prepare a final version of the videos and provide the park with three master DVDs, as well as raw footage and edited video files as digital Final Cut Pro files."Produce, direct and edit voice work for narration and audio description IV.Lewis and Clark National Historical Park Tasks: "Scout, locations and be provide film permits if needed."Subjects and props of films"Scripts and story boards (input and review is welcome from the contractor)"Basic footage for of the Coastal American Indian Origin Story. VII.Price Schedule Contractors shall submit a firm, fixed price for all deliverables as one lump sum. VIII.Federal Acquition Regulation and Clauses The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. The provision at 52.212-2, Evaluation-Commercial Items, applies to this solicitation. Award will be made on the basis of "best value" to the contractor that the Government determines can best satisfy the objectives and requirements of this Request for Quotations, in a manner most advantageous to the Government. The government reserves the right to make award without discussions. The clauses at 52.212-4, Contract Terms and Conditions - Commercial Items, apply to this solicitation. CENTRAL CONTRACTOR REGISTRATION: The clause at 52.204-07, Central Contractor Registration, applies to this solicitation. Two or three personal recommendations may be submitted from people familiar with videographer's work and ability to deliver products on schedule. Applicants should provide a summary of no more than two pages addressing their experiences with the criteria three to six (above) and their abilities to perform the work as described.
