FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> CLASSIFICATION CODE: 66 - Laboratory Equipment and Supplies SUBJECT: Upgrade to Aerotech XYZ Translation Stages SOLICITATION NUMBER: NB844050-A-06634 RESPONSE DATE: August 26, 2010 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Todd Hill, Contracting Officer, 301-975-8802 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Aerotech of Pittsburgh, Pennsylvania for the upgrade of the Aerotech XYZ Translation Stages under other than full and open competition by the authority of FAR subpart 13.106 -1(b)(1). Only one responsible source and no other supplies or services will satisfy agency requirements: Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in -- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition, or (B) Unacceptable delays in fulfilling the agency's requirements. (See 10 U.S.C. 2304(d)(1)(B) or 41 U.S.C. 253 (d)(1)(B).) The IR Spectral Comparator Facility (IR SCF) is a research project devised, developed, assembled, tested, and used by NIST. Through the evolution of this project, it has become apparent that the existing AeroTech translation stages have insufficient load capacity for the current requirements, which evolved as the IR SCF has been used. This procurement is for the continued development of the IR SCF through the purchase of higher capacity XY stages from AeroTech, plus the addition of a third, Z, stage that provides additional capability. Because of the integration into an existing capability (the complete IR SCF), the new stages are subject to specific and proprietary hardware and software interface requirements. On the software interface, LabVIEW drivers are used extensively in the integration of the motion control stages into the rest of the IR SCF. The government estimates duplicated costs for the use of XYZ stages made by a manufacturer other than AeroTech. As a result. Areotech Technologies is uniquely qualified to meet the Government's needs. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on August 26, 2010. Inquiries will only be accepted via email to Christopher.ganey@nist gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
