- RECOVERY ACT --This evaluation examines subsidized employment opportunities for youth during the summer of 2010, created with the American Recover and Reinvestment Act’s (ARRA) TANF Emergency Contingency Fund (TANF Emergency Fund). It will incorporate both qualitative and quantitative analysis. In particular, the study will explore the types of jobs created, implementation of the program, eligibility and programmatic requirements pertaining to the TANF Emergency Fund, and patterns of co-enrollment in TANF Emergency Fund subsidized employment and services provided through the Workforce Investment Act of 1998 (WIA).
