Site Visit Documentation RFI Form *SITE VISIT DOCUMENTATION/RFI FORM POSTED 12 AUGUST 2010 * * REQUEST FOR PROPOSAL IS POSTED 28 JULY 2010 * * PRESOLICITATION NOTICE BELOW * The Air Force Research Laboratory (AFRL) Rome Research Site (RRS) requires Repair of the Power Distribution for Building 106. The Contractor shall furnish all labor, equipment, devices, and materials and perform all work required to replace the primary distribution system serving Building 106 and the secondary distribution system. This acquisition includes, but is not limited to, these 6 principal features. 1. Provide underground primary conduit and exterior primary transformer pad. 2. Provide high voltage switchboard HVSB-1-B-1, transformer T-LVSB1B1, and low voltage switchboard LVSB-1-B-1 and all associated feeders in new first floor Electric Room. 3. Provide transformer T-LVSB1C1, low voltage switchboard LVSB-1-C1 and all associated feeders in Electric Room C130. 4. Provide high voltage distribution panel HVDP-P-N-1 and all associated feeders in North Penthouse. 5. Remove the existing distribution panels slated for upgrade and provide the new units in their place. Modify the associated existing feeder and existing branch circuits as required. 6. Remove the existing branch circuit panels slated for upgrade and provide the new units in their place. The estimated magnitude of construction is between $1,000,000 and $5,000,000. The applicable NAICS code is 238210 with an associated small business size standard of $14,000,000 average annual revenue. It is anticipated that DRAFT versions of the specifications, drawings, Past Performance Questionnaire, and solicitation sections L and M will be posted as attachments to this notice. Questions and comments are welcome and must be sent to Bryant Soule, email Bryant.Soule@rl.af.mil. The Request for Proposal (RFP) will be posted online at the Federal Business Opportunities website http://www.fbo.gov under the reference number FA8751-10-R-0019 on or about the 22 JULY 2010. Proposals will be due approximately 30 days later. A site visit will be conducted about 10 days after issuance of the RFP. The date will be finalized when the RFP is posted. The RFP documents only will be available electronically. Potential offerors will be responsible for downloading the RFP documents and for monitoring the website for possible amendments and any additional information. Award will be a firm fixed price (FFP) contract resulting from a competitive negotiated Request for Proposal (RFP). The award decision will be based on Price / Past Performance Trade-Off (PPTO) as identified in FAR Part 15 and supplements thereto. It is intended that award will be made to the lowest priced responsible offeror if that offeror receives a past performance rating of Substantial Confidence. The Source Selection Authority shall make an integrated assessment best value award decision if the lowest priced evaluated proposal is not rated as Substantial Confidence in the past performance assessment.
