- This is a Sources Sought Synopsis announcement; market survey for information only. No proposals are being requested or accepted with this synopsis. The U.S. Army Corps of Engineers Europe District is seeking expressions of interest from qualified Contractors to perform work for interior/exterior facilities maintenance and moving service efforts. A wide range of services are included in this contract, but not limited to: 1) The Contractor shall provide able bodied, skilled personnel, with proper hand tools and equipment to complete minor facility installation and de-installation and repairs throughout the Amelia Earhart Center (AEC) facility. Overall interior maintenance activities and specific work projects relate to the up-keep of the property, painting, re-carpeting, plumbing, minor welding, and maintaining lighting operability throughout the facility. The Contractor shall replace or repair faucets, flush valves, defective pipe fittings, connections, radiator valves and covers, cracks in toilets and sinks, hang wall items, install miscellaneous items, assemble shelves, fix small mechanical, and non-mechanical building support items, install and switch locks and cylinders, remove old/junk utilities no longer in use, replace light bulbs and fuses, measure for small and large construction projects, and other related tasks. 2) Overall exterior maintenance activities and specific work projects relate to the maintenance and up-keep of the exterior property and grounds. The Contractor shall accomplish minor painting to include restriping of the parking lot and pavement parking signs. The Contractor shall maintain the grass and grounds around the buildings, keeping the edges and bushes trimmed. The Contractor shall seed, fertilize and water the grounds, and remove excess weeds and debris from throughout the property, to include debris from the trees and bushes. The Contractor shall remove snow, ice, and other debris from all walkways, to include parking lots, the outside employee break areas and truck loading zones. Additional tasks include, but are not limited to: removal of leaves and other debris from the roofs of the various AEC buildings, to include the water drains. 3) The Contractor shall move, crate and uncrate, assemble and/or disassemble office furniture of all types, to include but not limited to, modular type furniture and fixtures. 4) The Contractor shall provide transportation, labor, etc., to pick up equipment, etc. for delivery to the Amelia Earhart Center (AEC) and return to the place of pick up. Contractor to provide set up and tear down service for official AEC functions, to include, but not limited to: Organization Day, Health Fairs, etc. Tear down and set up of equipment includes, but is not limited to: setting up and tearing down tents, dunk tanks, tables and chairs, etc. The objective is to provide ongoing interior/exterior facilities maintenance and moving service efforts. This should consist of a single award service contract that can perform interior/exterior facilities maintenance and moving service efforts. To accomplish this, the Government intends to award a Firm-Fixed Price Labor Hours Service Contract. The primary location of services required is Wiesbaden, Germany. However, the location of assigned work may occasionally vary throughout the Corps of Engineers (COE) area of responsibility, to include driving missions to support COE offices throughout Europe, to include removing excess furniture and equipment to the Defense Reutilization Management Office (DRMO), etc. Responses are desired from firms who are currently qualified and experienced to perform this type of work in the location(s) referenced above, but expressions of interests will be accepted from all interested parties. A Solicitation will be issued on or about 30 Aug 2010. Contractors are required to provide the name of their company, an English speaking point of contact, email address, physical address, telephone number, and facsimile number, along with identification of those countries that the Contractor has performed or is currently qualified to perform the desired services. Note that DFARS Clause 252.222-7002 Compliance with Local Labor Laws (Overseas) applies to this requirement. Responses are required no later than 26 Aug 2010, 1500 hours (Central European Time).
