- U.S, Department of Agriculture, Agriculture Research Service intends to procure the following item as a sole source procurement from the manufacturer and vendor Percival Scientific, Inc., located at 505 Research Drive, Perry IA 50220-8140 at phone number: 800-695-274, because Percival Scientific is the sole manufacturer of the incubator with a control system with the following: "Advanced Intellus Control", which is the key critical minimum requirement that shall allow for programming, control and monitoring from a personal computer, via a Ethernet Lan, or over the Internet. Line Item 1: Lighted incubator, Model I-36LLVL, Quantity of 3 each. Additional minimum requirements for the above line item: Lighted incubators shall conduct specialized entomological research (which will include maintaining live insects, holding test insects on live plants, as well as culturing and testing predators and parasitoids). A growth chamber that is compatible with existing equipment and has the required lighting and thermal regulation features internal to the chamber, and provides for simultaneous monitoring of multiple existing and future machines via the existing ARS LAN at our facilities. The incubators must match the existing stock from the same source (6 other chambers, Models I-36LLVL and I-30BLL), in order to perform properly replicated and repeatable experiments. Equipped with eight, horizontal fluorescent lamps (two over each shelf) and four, vertical fluorescent lamps, providing 115 F moles/m²/s of light. This level of lighting, including the ability to have complete darkness, is critical to our work involving target pest, predator, and parasitoid species under study, in which varying photoperiods of sufficient illumination will be needed, for both insect and plant. In addition, a range of temperatures from 2°C to 45°C is essential for our reproduction of growing season conditions in the chamber. A control system that allows for programming, control and monitoring from a personal computer via an Ethernet LAN or the Internet, with real-time access to integrated data collection. The Government intends to award an order resulting from this special notice to the responsive/responsible offeror whose offer represents the best value to the Government. The anticipated award date is September 8, 2010.
