- The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Genetic Epidemiology Branch (GEB), plans to procure on a sole source basis with Applied Biosystems; 850 Lincoln Centre Drive; Foster City, CA 94404 for Taqman Human MicroRNA Array A & B Kits and Megaplex Human RT Primers Pool Sets to profile known human microRNA's in tumor and normal tissues from Esophageal Squamous Cell Carcinoma (ESCC) cases. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery Date: Shall be 30 days from date of award. Esophageal cancer is the sixth most common cause of cancer death worldwide, with an estimated 385,000 deaths in 2002. Survival among esophageal cancer cases is among the lowest of all cancers with a 16% 5-year survival rate, just behind pancreas, liver, and lung. Survival is poor because esophageal cancer is typically diagnosed only when patients are symptomatic and the disease is in an advanced stage. Early detection markers, including molecular markers such as miRNAs, are needed to enable diagnosis of this lethal disease early when it can still be cured. Applied Biosystems (ABI) is the only vendor with microRNA array technology that permits comprehensive profiling of essentially all known human microRNAs (ie, those enumerated in the Sanger miRBase v10) using high-throughput, multiplexed technology based on the gold standard real-time PCR methodology. The technology available from ABI is compatible with the ABI 7900HT Real-Time thermo-cycler equipment. The ABI 7900HT Fast Real-Time PCR System is the only real-time PCR system that is compatible with the 7900HT TaqMan Low Density Array block required to run the TaqMan MicroRNA Arrays, which permit the analysis of 384 miRNAs simultaneously and provide the high throughput work flow required for this project. In order to maintain the validity and integrity of ongoing research efforts, it is critical that the ABI microRNA platform is continued to assure comparability of results. For these reasons, there is no other source known to the NCI who can supply the required arrays and pool sets for use on the ABI 7900HT Fast Real-Time PCR System to profile miRNA's. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 14, 2010. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
