- NASA/GSFC has a requirement for the following:01)Qty: 10, Rev -/Redlined, 1.1%Nd:YAG Slab, 5mm Wide, 22 bounce, Laser Optics.NASA/GSFC intends to purchase the items from Twinstar Optics, Coatings, & Crystalspursuant to FAR 13.106 for the acquisition of supplies or services determined to be reasonably available from only one source. The High Output Maximum EfficiencyResonator(HOMER) laser system is on track to become the main laser design for the DESDynImission. The HOMER system has used Nd:YAG laser slabs based on our current design foryears. Now that the HOMER system is ramping up to become a flight quality laser for theDESDynI mission, other suppliers for all critical components must be found and tested.Thus, we have been purchasing these slabs because it has been determined that thisproduct can fulfill NASA's specific needs. The 1.1% doped Nd: YAG laser slabs are uniquesupplies available from a limited number of suppliers with unique capabilities.Twinstar Optics, Coatings, and Crystals is a supplier that have successfully quoted onNd:YAG slabs to our exact physical and performance specifications on past versions of theHOMER laser design. We must acquire laser slabs from Twinstar to perform our internalcharacterization for the DESCynI mission. We need to purchase from Twinstar so that we may gather the critical performancespecifics and manufacturing qualities in our database, for flight quality purchases inthe near future. There, it is recommended the Twinstar product be purchased. The Government intends to acquire a commercial item using FAR Part 12.The synopsis shall not be construed as a commitment by the Government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to GENIA BURTON-PENDERGAST at Rogenia.M.Burton-Penderga@nasa.gov or byfax to 301-286-1720 (email preferred), not later than 4:30 p.m. Eastern Standard Time onSeptember 06, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
