Description
This is a combined synopsis/solicitation Request for Quotation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number NIAID-RFQ-10-181 is issued as a Request for Quotation (RFQ). This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular 05-44, effective as of July 8, 2010. North American Industry Classification System (NAICS) Code 334516, and small business size standard 500. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a Small Business set-aside, however, small, small disadvantage, minority, veteran owned, and HUD zone companies, etc. are encouraged to submit quotations. The National Institutes of Health, National Institute of Allergy and Infectious Disease (NIAID) intends to procure End Cluster Generation Kits to be used with the "Solexa" instrument manufactured by Illumina, Inc. The kits run on a Genome Analyzer System - Solexa which is manufactured by Illumina the only known manufacturer and distributor of the kits for its sequencers. The kits must be compatible with the Solexa instrument Contractor must be authorized to sell original parts or distribute Illumina, Inc products. Parts must be compatible with the Solexa machine, so not to affect the manufacturer warranty. NIAID intends to procure the following two items: Item/Description/Quantity: (1) 1 PAIRED END CLUSTER GENERATION KIT v4, quantity 1; and (2) Solexa 5 PAIRED END CLUSTER GENERATION KIT v4, quantity 1. The kits are needed to do global RNA expression profiling, to assess the microbiome, and to investigate global epigenetic marks on DNA. The following evaluations will be used to evaluate the offers: a) Price to include product, shipping and any other additional charges; b) Ability to meet the government needs and c) Delivery. Inside delivery shall be 30 days after receipt of order (ARO). Delivery location is NIH/NIAID, 9000 Rockville Pike, Bethesda, MD 20892. The government will award a firm fixed price purchase order to the responsible and authorized contractor. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency. Offers must be submitted no later than 5:00 P.M. Eastern Standard Time on Wednesday, September 15, 2010.
