Description
QUESTIONS RECEIVED FROM INTERESTED PARTIES POST RFI POSTING AND RESPONSES FROM GOVERNMENT As of to date, 8/31/10, the following questions have been received from interested parties. Please see the government's response below. Question 1: Could you provide any information regarding a previous or current contractor that fulfilled the same or similar work? Or is there a current contract in place that is providing the same or similar work? If there is a previous or current contract, would you please provide the following information: Contractor: Contract ID#: Contract Value: Expiration date: Answer 1: The previous DoD operational microwave sensor program was the Special Sensor Microwave Imager/Sounder (SSMIS) built by Northrop Grumman Electronic Systems (NGES). The SSMIS is currently flying on the Defense Meteorological Satellite Program (DMSP). The contract for those sensors was closed out and archived in 2008. Therefore the current contract id# and contract value are not applicable. The civil and military National Polar-Orbiting Operational Satellite System (NPOESS) program intended to replace the SSMIS capability with a Microwave Imager/Sounder (MIS) built by the Naval Research Laboratory (NRL). In June 2010, the Air Force Space and Missile Systems Center (SMC) was given the responsibility to meet the Department of Defense (DoD) compliment of NPOESS requirements. SMC was directed to fly a microwave sensor with SSMIS capability or better, and is now conducting that trade study. Question 2: Is this initiative associated with a current requirement that the Government already has in place? If so, could you provide me with the contract number to that requirement? Answer 2: The previous DoD operational microwave sensor program was the Special Sensor Microwave Imager/Sounder (SSMIS) built by Northrop Grumman Electronic Systems (NGES). The SSMIS is currently flying on the Defense Meteorological Satellite Program (DMSP). The contract for those sensors was closed out and archived in 2008. Therefore the current contract id# and contract value are not applicable. Question 3: Section G of the RFI entitled "Space-based Microwave Sensor(s) for Environmental Sensing" (solicitation # 10-59) states that responses should be submitted in MS Word with a limit of 20 pages written and/or 20 MS PowerPoint slides. Does this mean that the MS word written format is preferred and that the respondent may submit PowerPoint slides in addition to the Word document or that the submission may be in either Word or PowerPoint slide format? Please clarify. Answer 3: The respondent may submit a response, no longer in length than 20 pages, in either MS Word or Powerpoint formats, or in a combination of the two.
