- Sole Source Intent. The United States Army Mission and Installation Contracting Command (MICC) Center Yuma, U.S. Army Yuma Proving Ground (USAYPG), Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with the Arizona Game and Fish Department, 5000 West Carefree Highway, Phoenix, AZ 85086. The Arizona Game and Fish Department are the subject matter experts when it comes to researching and monitoring wildlife in the state of Arizona and they have been working on and with USAYPG for nearly 20 years. They are identified in the Sikes Act as being a preferred agency for conducting planning level surveys and other wildlife conservation activities identified in the Integrated Natural Resources Management Plan (INRMP). Pursuant to FAR 6.302-5, the Sikes Act 16 U.S.C. Chapter 5C Conservation Programs on Government Lands, as amended, Public Law 99-561, requires the Secretary of each military department to use trained professionals to manage the wildlife and fishery resources under their jurisdiction and requires Federal and State fish and wildlife agencies be given priority in management of fish and wildlife activities on military reservations. The Sikes Act states priority shall be given to the entering into of contracts for the procurement of such implementation and enforcement services with Federal and State agencies having responsibility for the conservation or management of fish or wildlife. The Arizona Department of Game and Fish has the responsibility for managing fish and wildlife resources, to include military installations in Arizona. An award to any other source would not be in compliance with the Sikes Act and be detrimental to USAYPG by not being able to execute the INRMP as mandated by the Sikes Act (16 U.S.C. 670a). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firms technical capability to meet these requirements by 03 September 2010 12:00PM MST.
