Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) plans to procure on a sole source basis with the International Agency for Research on Cancer, 150 Cours Albert Thomas, Lyon, France 69008, for services regarding the Agricultural Cohort Consortium. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System Code is 541690 and the business size standard is $7 M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance shall be twelve (12) months from date of award. The Occupational and Environmental Epidemiology Branch conducts studies in the United States and abroad to identify and evaluate environmental and workplace exposures that may be associated with cancer risk. Compared to the general population, agricultural populations in most countries have deficits of some chronic diseases, including cancers of the lung, bladder, and colon and cardiovascular diseases. However, excesses have been reported for some cancers (e.g., lip, skin, brain, soft-tissue sarcoma, and lymphatic and hematopoietic system) and other outcomes (neurologic diseases, nonmalignant respiratory diseases, kidney diseases, immunologic conditions, and injuries). Lower rates of tobacco use, alcohol consumption and higher levels of physical activity may account for some of the disease deficits. Potentially hazardous exposures, such as pesticides, solvents, engine exhausts, dusts, and zoonotic microbes, may contribute to some of the excesses. Since many exposures occurring in agriculture (e.g., pesticides and engine exhausts) are also found among the urban settings, studies in agricultural settings where exposures are higher have relevance to the general population. During the past decade several cohort studies have been initiated to evaluate various diseases in agricultural populations. The contractor shall organize and hold a consortium from agricultural cohorts of these studies to pool data offers to increase power for rare outcomes and enhancing the opportunity to identify potential hazards that may affect both rural and urban populations. The contractor shall contact Principal Investigators from each cohort and obtain detailed information from each cohort about the type of information available in each study, including questionnaire data, biological specimens and approvals needed for collaboration. The contractor shall also coordinate obtaining necessary approvals for transferring data from each cohort to a central location for harmonization. The International Agency for Research on Cancer (IARC) is a leader in the world of cancer epidemiology and have the infrastructure to carry out this meeting and obtain and harmonize data. As part of the World Health Organization, they are in a unique position in the world to facilitate such a meeting and to identify cohorts and most importantly, potential collaborators in developing countries. IARC has have served as a data coordinating center for numerous pooling projects before with international collaborations and have the resources and experience to conduct such activities making them the only known vendor to the NCI who can perform the required tasks. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on September 15, 2010. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI Office of Acquisitions to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
