- THIS IS A SOURCES SOUGHT NOTICE. RESPONSES TO THIS REQUEST FOR INFORMATION (RFI) ARE NOT CONSIDERED OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. OFFERS OR PROPOSALS WILL NOT BE ACCEPTED. THIS IS NOT A PRESOLICITATION OR SOLICITATION. ***Please be advised, this requirement is Brand Name or Equal*** This RFI is for market research purposes only. Respondents should not submit any proprietary information when responding to this RFI. The Government will not return any information submitted in response to this RFI. Respondents should also note that the Government is not responsible for any costs incurred by respondents regarding any responses to this RFI. Respondents must submit capability statements that clearly define the firms ability to perform the work stated in this RFI. This RFI is being conducted to determine if there are adequate Small Business, HUBZone, 8(a), Service Disabled Veteran Owned Business, Small Disadvantaged Business, or Women Owned Small Business contractors capable of providing the following item: This requirement is to provide an OSTi XRU Data Recorder/Playback Systems (3 each) capable of combining the integrity of a large recorder system in a compact ruggedized unit; capable of recording both up-link and down-link channels and playback real world signals, which were previously collected, at Radio Frequencies for playback in a classroom or field setting. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine potential small business firms capable of providing the commodity described herein prior to determining the method of acquisition. It is also a tool to get feedback on the requirement, detailed in the specifications. Feedback is encouraged and appreciated. The NAICS contemplated for this requirement is 33420 with a size standard of 750 employees. DELIVERY DATE 30 September 2010 REQUIREMENT: Brand Name: OSTi XRU Data Recorder/Playback Systems QUANTITY: 3 each Salient Characteristics System shall be capable of combining the integrity of a large recorder system in a compact ruggedized unit; capable of recording both up-link and down-link channels and playback real world signals, which were previously collected, at radio frequencies for playback in a classroom or field setting. The system needs to meet or exceed the following criteria: "RF to RF Record/Playback in a single platform "RX/TX Frequency Range Continuous coverage from 200MHz to 3GHz minimum "RX Capture RF Bandwidth 40MHz Max single channel bandwidth "RX Digitization Bandwidth from 30 KHz to 30MHz (selectable bandwidths)for any single channel. "If BW exceeds 400KHz, then only one channel can be captured at one time "TX Playback RF Bandwidth - 30MHz Max "Internal RAM Storage Capacity 4GB "Internal Permanent Storage Capacity? Minimum of 1TB SATA HDD (SATA is expandable as HDD capacity increases) "12VDC, 110VAC, 220VAC operation. AC/DC adapter provided. DC Adapter provided "Single rugged package and transit case "Separate RCV/XMT RF connectors "10/100/1G Ethernet connector "Internal GPS receiver w/ external antenna "RF Receive Subsystem DRS Nano-ceptor + 16bit ADC and Digital Down Converter "RF Transmit Subsystem 16-bit DAC, RF Up-conversion IC & filtering with Direct Digitally Synthesized Clock "2 to 400 KHz receive channels digitized and stored simultaneously. "Both channels must be within the same 40MHz to receive bandwidth "Minimum storage capacity of 72 hours of 2x400KHz "1 to 30MHz receive channels digitized and stored "Channel must be center tuned within the 40MHz RF bandwidth "Minimum storage capacity at 30MHz for 2 Hours (based on 1 TB storage) "The XRU recorder should have removable HDD storage with a design goal of using storage that is compatible with the DRS Xpress and Scout recorders storage The Contract Type is anticipated to be firm-fixed price, for the commodities at 470th MI, Fort Sam Houston, TX. SUBMITTAL INFORMATION: Interested small business concerns should provide a statement package demonstrating ability to provide the commodity. We would greatly appreciate your feedback on the following questions. This documentation must address, at a minimum, the following: (1) Company profile to include: Company Name, DUNS number, Company Address, and Point-of-Contact (POC) name, phone number, and e-mail address, and a statement regarding current small business status; (2) Provide a statement package demonstrating ability to provide the commodity with features that meet or exceeds the salient characteristics listed above, along with a published price list if possible; (3) Provide a statement in writing that your company offers the Government the same price they would offer their most favored customer; (4) Do you have any other comments or suggestions that you would like to tell us?
