- Description
- The National Park Service, Lewis & Clark National Historical Park has a requirement for Demolishing a House in preparation of planned work for the parks' Fort to Sea Trail project. The building is a one-story / split level house that was built sometime in the 1970's, which sits on land that is newly acquired by the park and is being demolished to create trailhead parking for the Fort to Sea Trail and other trail related requirements. The house is not considered to be historically sensitive. The project entails tearing down the approximately 1900 square foot house, a garage, a deck, two small out buildings, removal of a concrete slab, and grading the finished site in preparation of future parking lot installation work. All work will be performed under a single Firm-Fixed Price construction contract subject to the Davis-Bacon Act. In accordance with FAR 36.204, the estimated magnitude of this construction project is expected to be under $25,000. PROJECT LOCATION: Lewis & Clark, National Historical Park, 92343 Fort Clatsop Road, Astoria, OR 97103. http://www.nps.gov/lewi/ The actual house location is on Perkins Lane, a road located partially within the park boundary. Access to the area can be gained by inquiring at the park visitor center. A site visit is recommended prior to submitting your quote. SOLICITATION DETAILS: Award will be a best value award using Simplified Acquisition (FAR Part 13) Procedures, set-aside for emerging small businesses. The NAICS code is 238910 (Site Preparation Contractors), with a small business size standard of $7.0M average annual gross receipts for the past three years. Emerging small business is defined as a small business concern whose size is no greater than 50 percent of the numerical size standard applicable to the North American Industry Classification System (NAICS) code assigned to a contracting opportunity. The Government intends to issue a firm-fixed price contract to the responsible quoter whose total quote represents the best value for the Government, price and other factors considered. (FAR Part 19.10). The electronic Request for Quote (RFQ) will be available on or about 09/02/ 2010, at www.fbo.gov and http://ideasec.nbc.gov. In order to download the solicitation, interested vendors must register at http://ideasec.nbc.gov. No hard copies of the solicitation will be mailed or issued. It is the contractor's responsibility to check the NBC internet site for any posted changes to the solicitation. The Government reserves the right to cancel this solicitation. Prior to award the successful quoter must establish and/or maintain an active registration at http://www.ccr.gov and complete the online representations and certifications at https://orca.bpn.gov.
