Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Naval Surface Warfare Center (NSWC) Crane Division plans to enter into a Firm Fixed Price, IDIQ contract. The Government intends to procure machine shop build-to-print items to support the EA-6B and EA-18G Aircraft as well as other potential aircraft/non-aircraft requirements. This endeavor will culminate in the award of Firm Fixed-Price (FFP), Five-Year, Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contracts to a maximum of five (5) contractors. Offerors shall provide a quantity of one (1) product sample built in accordance with Drawing 925986 (except for the requirements cited under Notes 7, 8, & 11 of the drawing). This product sample shall be used to illustrate the contractor s capability to produce and deliver a complex machined item within 45 days. Product samples will be evaluated by Naval Surface Warfare Center (NSWC) Crane personnel against Drawing 925986 (except for the requirements cited under Notes 7, 8, & 11 of the drawing). As part of the product sample evaluation, laboratory measurements and field tests may be used to determine compliance with the drawing. In addition to the product sample, offers shall submit a proposal in response to the factors and subfactors described in the solicitation in such detail to allow the Government to evaluate the proposal. However, if the product sample fails the evaluation, or no product sample is submitted as a part of the complete proposal submission, the offeror s proposal will not be further evaluated and thus will not be considered for award. Following the evaluation, it is planned to award FFP, Five-Year, IDIQ Multiple Award Contracts to a maximum of five (5) contractors for the requirements, with each awardee guaranteed a minimum dollar amount of $10,000 over the course of the five-year period. The solicitation will be available on or about September 15, 2010 at FedBizOpps located at http://www.fbo.gov and at NECO located at https://www.neco.navy.mil/. No hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. It is the responsibility of interested offerors to monitor FedBizOpps and/or NECO for any additional amendments that may be issued. Offers must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on Submit Bid does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
