We plan to release the Draft RFP in October 2010 and follow this schedule: Milestone Planned Date Draft RFP Release October 2010 RFP Release January 2011 Proposal Due February 2011 Contract Award December 2011 We have determined the T25 SECT follow-on contract will be a small business set aside under NAICS Code 541511. We anticipate we will award a single competitive stand alone contract to the successful offeror. Pre-Solicitation Conference and Site Visit: We are planning on conducting a pre-solicitation conference at the T25 SECT site at Naval Air Station Pensacola on 19 and 20 October 2010. The conference will consist of: - Tour of the facility - Demonstration of T25 SECT - A briefing for all attendees - One-on-one meetings with potential offerors - scheduled in advance Registration Please contact Jordan Brady at Jordan.Brady@wpafb.af.mil or (937) 255-7391 if you plan on attending the pre-solicitation conference no later than 1 October 2010 to ensure lead time for the arrangement of security clearance. Since space is limited the number of individuals attending the pre-solicitation conference will be two per company. All potential offeror's will be required to submit the names of those individuals attending the pre-solicitation conference. Detailed protocol for clearance to attendees will be provided. Tour We will conduct a tour of the SECT facility including the Training Systems Support Center (TSSC) and the T25 training system with a demonstration/ explanation of how the system works? After the tour is complete we will reconvene with all offerors to answer questions. However contractor representatives will not be allowed to use any of the equipment while on the site. Contractor representatives will be required to remain with the group under the guidance of government personnel at all times. Communication Protocol Contractor representatives will be required to remain in designated areas of the site prior to scheduled tour appointment and are prohibited from unescorted access to any areas of the facility. Questions during the conference will be sterilized and posted with the answers on the T25 SECT FBO site. All interaction between government personnel and contractor representatives will be conducted under the guidance of the contracting officer. To ensure all potential offerors have access to the same information, unmonitored interaction between contractor personnel and Air Education Training Command (AETC) representatives and Naval Air Station Pensacola (NASP) is prohibited. Use of recording devices, cameras or cell phones will be prohibited during the tour, briefings and discussions. One-on-One Discussions All one-on-one discussions will be pre-scheduled at least ten days prior to the pre-solicitation conference and will be limited to 45 minutes in length. Again, due to limited time and space at the site we ask that only those small businesses under NAICS code 541511 who intend to respond to our RFP schedule one-on-one discussions. One-on-one discussions are intended for the purposes of clarification of the government's requirements for areas that may disclose proprietary approaches or methods that are not available for disclosure in open discussions. Assessment of offerors' proposed approaches or plans will not be considered for discussion during one-on-one sessions.
