Description
Sole Source Justification Letter. Federal Business Opportunities Notice: The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1) and FAR 6.302-1(a)(2)(iii). This announcement closes at 12:00 AM (EST) on 10 September 2010. This notice of intent is not a request for competitive quotations; however, any quotation received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation number is FA8601-10-T-0306, North American Industry Classification System (NAICS) code 541712, Standard Industrial Classification (SIC) code 8731. Due to its proprietary disposition, the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b)(1) and FAR 6.302-1(a)(2)(i). The proposed source is the Jubilant Analysis LLC, Jamestown Ohio. Items being procured are: Services of local experts who have experience researching mathematical methods for electromagnetic optimization, especially as they relate to the metamaterial design and application. These individuals must have demonstrated academic expertise in these areas either by publication and/or equivalent industrial work experience. The expert will be required to support an ongoing metamaterial design and application research project being conducted by the Air Force Institute of Technology and the Air Force Research Laboratory. The purpose of this project is to investigate various mathematical methods directly applicable to the Fisher electromagnetic optimization approach to design. Of particular interest is the "Adaptive Cross Approximation" and is potential for efficient eigenvalue decomposition.
