- This notice is issued to obtain interested parties qualified and interested in an B3001 Phase 3 project at Tinker AFB, OK as described below. Interested parties must be registered in the Central Contractor Registration (CCR), online at https://www.ccr.gov and must also register at the Online Representations and Certifications Application (ORCA) website at https://orca.bpn.gov/. Requirement: The Phase 3 Infrastructure Upgrade of Building 3001 is a FY11 MILCON project located on Tinker AFB and is scheduled for solicitation on 4 October 2010. This is a single phase Design/Build project. B3001 was built in 1942 and the utility systems have exceeded their life expectancy. The scope of the project includes the design and construction of new chilled water supply and return mains (two 24 inch lines) above roof of B3001 from Column row 31 to 81 (1500ft) along WX aisle (in the middle of the facility). The key complexity of this project is the logistics of placing the structural steel to build the utility enclosure on the roof of B3001. This enclosure will house the tow new main trunk lines. In addition, this area of B3001 includes numerous shops responsible for the maintenance and repair of million dollar aircraft parts. Because of the 1500 foot length and limited space for crane usage, a large portion of this work may require the use of helicopter lifts to transfer the structural steel. This feature of the construction phase will have to be performed at night or on the weekends since the Bldg 3001 occupants (persons and vehicles) cannot be under the path of the helicopter or underneath any of the placement of the utility corridor and structure. Abatement of lead-base paint, heavy metal dust, and asbestos will also be a required feature of work. The contractor must minimize or have a zero impact to the production schedule of the shops during abatement efforts. Since Building 3001 is a historical structure, coordination with the State Historic Preservation Office (SHPO) during the design is required. The SHPO must approve the design of the utility enclosure. The review and approval phase by SHPO may take up to 6 months; however, Tinker AFB Environmental personnel are working with SHPO to shorten this review period for this project.
