- Task Order No. R10PD80R25 against IDIQ Contract No. R10PC80475Project Title: Construction Inspection Pinto DamTAS::14 0681::TASBOR Project No. 6.0000Award Amount: $61,734.77Award Date:8/30/2010Vendor - HPC, DUNS 058175170 1746 Cole Blvd Ste 225, Golden, CO 80401-3208.Task Order Description: Construction inspection services for a construction project at Pinto Dam, 2.5 miles northwest of Stratford, Washington. The above task order was issued as a labor hour task order. In accordance with Department of the Interior Guidance Release ARRA-2010-01 contracting officers should consider placement of a task or delivery order against a bureau's or a DOl-wide Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. This task order is against the Bureau of Reclamation Denver Acquisition Operations Group multiple award ID/IQ for Professional Services, R10PC80475 with HPC an SBA Certified 8(a) business. A labor hour task order was determined to be appropriate for this requirement and no other contract type is suitable. The elements of consideration, prescribed by FAR 12.207 to be used as guidelines to assess whether or not a labor hour contract is appropriate for this acquisition and that no other contract type is suitable, and the facts related to this acquisition are presented below. a. Market research has revealed the required services are a commercial service, available under the Bureau of Reclamation, Acquisition Operations Group, Multiple Award Professional Services ID/IQ contract with HPC. HPC has a successful past performance record providing professional services under labor hour type contracts for Bureau of Reclamation and numerous other federal agencies. b. In this particular situation, it is not possible to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence because the inspection services are required as long as construction is underway. The exact completion date of construction is unknown due to the high possibility of delays inherent in construction projects of this nature (i.e. weather, unforeseen site conditions, etc.). The anticipated construction completion date is December 31, 2010. c. In order to maximize the use of firm fixed price this delivery order will utilize pre-priced firm fixed price hourly labor rates and will include a ceiling price based on the best estimate of the number of hours that the contractor exceeds at its own risk. The contractor shall be required to notify the government immediately when the total amount invoiced is expected to exceed 75% of the total amount of the order. Estimated travel-related costs and any other direct costs not covered in the labor hour rates will be reimbursed based on allowable costs in accordance with the Federal Travel Regulation. d. There will be adequate Government surveillance of contractor performance conducted by Reclamation's Contracting Officer's Representative (COR). The COR will communicate daily with the construction inspector via e-mail and cell phone. Each day the construction inspector will transmit a daily inspector report which will describe the work performed by the contractor, and identify any observed problems, etc.
