- Description
- (1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are hereby being requested and a separate written Request for Quotations will not be issued. (2) The National Park Service contemplates award of a firm-fixed-price contract, as a result of this combined synopsis/solicitation, to the bidder whose quotation provides the best value to the Government. (3) This solicitation is unrestricted for full and open competition. All responsible sources may submit a quotation which will be considered by the National Park Service (NPS). (4) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-43. (5) Solicitation #: Q7150100093. This solicitation is issued as a Request for Quotation. (6) NAICS code: 238990 (7) This requirement consists of: rental of large crane and operator to offload and install a 41,000-pound concrete toilet. The crane will need to have a minimum lifting capacity of 30-tons and four 30-foot leads. Lifting plates will be supplied by the toilet manufacturer. Crane operator must be experienced in safe operation of said crane in a backcountry environment. Contractor will be responsible for securing general liability insurance which will protect the Government from any claims or litigation connected with any injury or damage resulting from his/her (and all subcontractors) actions while working under this contract; see below for additional information. 8) Full text of any provisions and clauses referenced herein may be accessed at www.acquisition.gov. (9) Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. In addition to the requirements noted in 52.212-1; quotes shall contain the following: a) price quotation for contract lines noted in paragraph 7 above; b) completion of provision 52.212-3 as noted by paragraph 12 below; c) acknowledgement of any solicitation amendments. (10) Bidders may submit quotes via e-mail, fax, U.S. Postal Service, commercially available express package delivery service, or hand delivery. The authorized NPS point of contact for receipt of bids is Steve Mifflin. Bids shall be sent to Steve Mifflin at steven_mifflin@nps.gov or fax to (314) 655-1660, or delivered to Missouri MABO, 11 North 4th Street, St. Louis, MO 63102. Quote shall be submitted to ensure timely arrival by 2:00 pm local time, Wednesday September 15, 2010 to. The anticipated award date is on or about September 22, 2010. (11) Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. (12) Bidders shall complete and return with their quotation a copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items, or be current in the Online Representations and Certifications (ORCA) at www.orca.bpn.gov. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. (13) The Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following clauses, as cited in clause 52.212-5 are incorporated into this solicitation and subsequent contract: 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.225-1, 52.225-13, 52.232-33 (14) Additional requirements, terms, and conditions: A) Executive Order 13513 Prohibition on Text Messaging and Using Electronic Equipment Supplied by the Government While Driving dated October 2009. B) Department of the Interior Acquisition Regulation 1452.228-70 Liability Insurance:The Contractor shall procure and maintain during the term of this contract and any extension thereof liability insurance in form satisfactory to the Contracting Officer by an insurance company which is acceptable to the Contracting Officer. The named insured parties under the policy shall be the Contractor and the United States of America. The amounts of the insurance shall be not less than as follows: $500,000.00 each person $500,000.00 each occurrence $200,000.00 property damage Each policy shall have a certificate evidencing the insurance coverage. The insurance company shall provide an endorsement to notify the Contracting Officer 30 days prior to the effective date of cancellation or termination of the policy or certificate; or modification of the policy or certificatewhich may adversely affect the interest of the Government in such insurance. The certificate shall identify the contract number, the name and address of the Contracting Officer, as well as the insured, the policy number and a brief description of contract services to be performed. Thecontractor shall furnish the Contracting Officer with a copy of an acceptable insurance certificate prior to beginning the work. C) FAR 52.228-05 Insurance - Work on a Government Installation: The Contractor shall, at its own expense, provide and maintain during the entire performance of this contract, at least the kinds and minimum amounts of insurance required in the Schedule or elsewhere in the contract. Before commencing work under this contract, the Contractor shall notify the Contracting Officer in writing that the required insurance has been obtained. The policies evidencing required insurance shall contain an endorsement to the effect that any cancellation or any material change adversely affecting the Government's interest shall not be effective--(1) for such period as the laws of the State in which this contract is to be performed prescribe; or(2) until 30 days after the insurer or the Contractor gives written notice to the Contracting Officer, whichever period is longer. (3) The Contractor shall insert the substance of this clause, including this paragraph (c), in subcontracts under this contract that require work on a Government installation and shall require subcontractors to provide and maintain the insurance required in the Schedule or elsewhere in the contract. The Contractor shall maintain a copy of all subcontractors' proofs of required insurance, and shall make copies available to the Contracting Officer upon request. D) Prior to award the vendor must be registered at www.ccr.gov and shall provide proof of insurance required by the solicitation. (15) Delivery Schedule & Contract Period: The contractor shall deliver all contract line items within 30 days after receipt of order. (16) Description of the requirement and place of delivery & acceptance: Once contract is awarded, the government will contact the Contractor to schedule precise date for services to be performed (anticipate early to mid November 2010) and provide directions to work site. A) LOCATION: Work will take place at Buffalo National River, 402 N Walnut, Harrison AR 72601 B) PARK REQUIREMENTS- The contractor shall determine and adhere to roadway use regulations for all roads between the manufacturer's plant and the delivery site. Any load permits or requirements that may be necessary will be the responsibility of the awarded vendor. C) SUBMITTALS: Insurance Certificate prior to award.
