- NASA/JSC has an immediate requirement for a quantity of ten (10) MIL-STD-1553Remote Terminal Validation (RT Val) test set licenses to be used with the Test Systems,Inc (TSI) RT Val test set equipment which was previosuly purchased by NASA from TSI.The TSI RT Val test set has been certified for use in the testing and verification ofMIL-STD-1553 devices by NASA and the USAF. The TSI RT Validation software has beenutilized by the ISS Program to test all NASA and international partner ISS MIL-STD-1553devices since its inception.NASA/JSC intends to purchase this requirement directly from TSI. It is understood thatas the original designer and manufacturer of the RT Val Test equipment previouslyprocured by NASA, TSI is the only vendor that can provide the test set software licenses.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon the above-specified date. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the Government. Oral communications are not acceptable in response to this notice. Communications are tobe sent to the posted e-mail address for the Contracting Officer.
