Description
UPDATED AWARDEE INFORMATION Recovery - This acquisition is funded by the American Recovery and Reinvestment Act (ARRA) of 2009. Background: The U.S. Department of Commerce, National Institute of Standards and Technology (NIST) requires Contractor support for its Health Information Technology (IT) Standards and Test Methods Project. The objective of the project is to focus resources on specific, national priority standards and testing needs in the healthcare community to further clinical information exchange among providers, consumers, public health and other stakeholders. This project does not seek to select the standards that should be used by the healthcare community; it seeks to analyze those standards deemed appropriate by the healthcare community by objectively determining the maturity, robustness, testability and suitability of a particular standard for use (i.e., is it free from ambiguities, errors, inconsistencies, omissions, and to the extent possible, meets intended requirements). Additionally, this project seeks to develop appropriate test material, data and standard-specific test tools for high priority national need standards and interoperability. Scope of this Acquisition: This presolicitation notice is for a noncommercial services acquisition in the area of Analysis of Health IT Standards Including Analysis of a Standard's Suitability, Gaps, Errors, Testability, Compatibility, Implementability and Specificity for National Council for Prescription Drug Programs (NCPDP) script. NIST intends to solicit this acquisition under the procedures set forth in Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures (which are for acquisitions valued up to $100,000). The period of performance is anticipated to be less than one year. The Government intends to utilize the labor-hour contract type for these services because it is not possible for the Government to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence. Presolicitation Conference: The Government will hold a presolicitation conference for this acquisition on Friday, March 5, 2010 at 1:30pm Eastern Time. The presolicitation conference will be held by call-in method only. Potential Offerors may call 1-877-932-2605 at 1:30pm on March 5, 2010 and enter pass code 6301271 to participate in the presolicitation conference. Availability of Solicitation: NIST intends to post the solicitation on www.fbo.gov on or about 16 days after this notice is posted. Quotations will be due no later than 10 days after the solicitation is posted on www.fbo.gov. How to Obtain Solicitation and Amendments: Potential Offerors will be responsible for obtaining the solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. This requirement has been awarded on a competitive basis for HEALTH IT STANDARDS AND TEST METHODS - ANALYSIS OF HEALTH IT STANDARDS SUITABILITY, GAPS, ERRORS, TESTABILITY, COMPATIBILITY, IMPLEMENTABILITY, AND SPECIFICITY FOR NCPDP SCRIPT. For this requirement, the Government estimates, but does not guarantee, that approximately 850 Contractor labor-hours may be required. Since it is not possible to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence, the use of a labor hour contract is appropriate. Therefore, a labor hour contract type, for which the rates are fixed, is the best solution considering the circumstances noted above because the only variable is the number of hours per labor category (the rates are fixed and include indirect costs).
