Description
DESCRIPTION: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Optical Technology Division, intends to negotiate, on a sole source basis, under authority of FAR 6.302-1(2), with AS-Photonics, Albuquerque, NM, for the purchase of a RISTRA OPO cavity in order to generate high energy laser pulses (greater than 100 mJ per pulse) at two different wavelengths using a custom set of optics. Sole Source determination is based on the following: NIST Optical Technology Division is currently developing a Differential Absorption Light Detection and Ranging system (DIAL LIDAR) to operate in the eye-safe region for remote detection of greenhouse gases, CO2, CH4 and N2O. The requirements of the laser system are such that only the RISTRA optical cavity, combined with custom optics that include mirrors, waveplates and crystals, will meet the pulse energies (greater than 100 mJ per pulse) required for remote detection. The RISTRA cavity is a patented trademark of AS-Photonics and therefore, their cavity is the only one that will operate with the custom designed optics of this source. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by September 13, 2010, 3:30 p.m. EST. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
