- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a Combined Synopsis/Solicitation (CSS) for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) SubPart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (Fac) 2005-43 effective 02 Aug 2010 and Defense Federal Acquisition Regulation Supplement (DFARs), current to DCN 20100820 Edition. This solicitation is issued as a Small Business Set Aside (SBSA). The North American Industry Classification System (NAICS) code is 532411 with a size standard of $7 million. This requirement is being issued under the Simplified Acquisition Procedures and will be awarded on a Firm Fixed Price basis. The contract performance period will include a Base Year, and four (1) year options. Service description: The contractor shall provide Vertical Wind tunnel for a minimum of 4 personnel at a time, Aircraft support for up to 15 personnel at a time conducting Military Free-fall (MFF) operations consisting of High Altitude Low Opening and High Altitude High Opening (to altitudes of 19,500 MSL and two nautical miles of standoff), individual lift tickets and provide FAA instructor personnel that can certify all United States Parachute Association (USPA) licensing requirements upon request. Aircraft utilized for MFF operations during day or night will require (1) Aircraft (tailgate) capable of meeting the above referenced requirements. The complete Performance Work Statement (PWS) (Attachment 1); Performance Requirements Summary (PRS) (Attachment 2); and Contract Line Item Number (CLIN) Structure (Attachment 3) are located at the Mission & Installation Contracting Command Center - Yuma web site at: http://www.yuma.army.mil/site_contracting.asp. It is anticipated that payment will be made by Government Visa Credit Card. All prospective offerors must be actively registered in the Central Contractor Registration. Offerors may register online at https://www.bpn.gov/CCR/scripts/index.html. The award will be made to the Technically Acceptable lowest priced offeror. As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half of the offeror's final option period price to the offeror's total price. Thus, the offeror's total price for the purpose of evaluation will include the base period, first option, second option, third option, fourth option, and one-half of the fourth option. Offerors are required only to price the base and four options. Offerors shall not submit a price for the potential one-half year extension of services period. Arizona vendors are to include the Arizona Transaction Privilege Tax. This solicitation is being issued as a Request for Quotation (RFQ). Offers shall be clearly marked with RFQ referencing number W9124R-10-T-1069 and emailed to the Point of Contact Listed below or sent by facsimile to 928-328-6534 no later than 09 SEP 2010 at 11:00 a.m. Mountain Standard Time (MST). Offers that fail to furnish required representations or technical information as required by FAR Clause 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from consideration.
