Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a contract on a noncompetitive basis in accordance with FAR 6.302-1(a)(2)(ii) Only one responsible source and no other supplies or services will satisfy agency requirements to DAT/EM Systems International, 8240 Sandlewood Place, Suite 101, Anchorage, Alaska 99507-3122 to provide software and hardware in support of 3D imagery processing of the Comprehensive Everglades Restoration Plan (CERP), Restoration Coordination and Verification (RECOVER) Assessment Team, Vegetative Mapping effort. The vendor is responsible for providing multiple digital photogrammetric software packages entitled Summit Evolution Professional for ArcGIS, SUMMIT Evolution Feature Collection for ArcGIS, LANDSCAPE for ArcGIS and MATCH-T DSM software. SUMMIT Evolution Professional is fully functional 3D image processing software. This software measure and modify orientations, AT measurement and export Ortophoto and mosaic. The software has ProPack support for satellite orientations, terrain visualize, contour creator, image creator, 3D capture for ESRI ArcGIS, Super Imposition, Map Editor, full range of panning and zooming, 3D stereo viewing and terrain following. SUMMIT Evolution Feature Collection has all of the features of the Professional excluding, measure and modification of orientations, AT measurement and export Ortophoto and mosaic and ProPack support for satellite orientations. LANDSCAPE for ArcGIS processes Light Detection and Ranging (LiDAR) files into 3D images. MATCH-T DSM organizes and process thousands of aerial images. The hardware includes dual, 3D image display monitors, 3D soft mouse control, and 3D image processing graphics cards. The Everglades Division at the South Florida Water Management District is responsible for providing decision makers with objective, high quality advice on scientific and engineering issues pertaining to understanding and preserving the Everglades ecosystem. The Division supports CERP, conducts research and assessment on the effects of nutrients and hydrology on Evergladess ecology - including tree islands and wildlife, and also monitors conditions downstream of Stormwater Treatment Areas. As a result, the Division collects a vast amount of data on various metrics throughout the spatial domain of the ecosystem. One major objective for the Division is overseeing the CERP RECOVER Vegetation mapping project which encompasses approximately 4218 square miles. In a collaborative effort with SFWMD, CERP-RECOVER section at USACE Jacksonville District will be identifying, geo-referencing, and terrain modeling and processing orthographic images. Because of the massive area in the Everglades National Park (ENP), that has to be geo-referenced and modeled. Any alternative proposed hardware/software would have to be fully compatible with the existing hardware and software already being utilized. This Notice of Intent is not a request for proposals. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement.
