- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00189-10-Q-P333. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-43 and DFARS Change Notice 20100820. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. All responsible sources may submit a quote which shall be considered by the agency. METHOD OF PROPOSAL SUBMISSION: The NECO website has a "submit bid" button next to the solicitation number. DO NOT use the "submit bid" button on NECO to submit your proposal. Offers MUST be submitted by fax to 207-438-1251. The proposed contract action is for a brand name or equal product. The brand name, model number, and salient characteristics of the product(s) are: DBI SALA, Part Numbers are listed above in the CLINS. Salient characteristics are as follows: 1) Vest style, 2) Available front and back D-rings, 3) Sizes shall be XS through 2XL, 4) Quick connect buckles are preferred, 5) Lanyards must have two legs for 100% tie off capability, 6) Lanyards must be self retracting (SRL), 7) Lanyards must be designed to tie off at the feet, 8) Lanyards must be able to tie back into itself. FAR 52.211-6 -- Brand Name or Equal is hereby incorporated by reference. Provide information required by FAR 52.211-6 when submitting offers for brand name or equal products. If offering equal to items, quoter shall provide manufacture specifications with quote. Specifications will be evaluated for salient characteristics. One or more of the items under this acquisition is subject to Free Trade Agreements. 52.232-18 -- Availability of Funds. Funds are not presently available for this contract. The Government s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. Wide Area Work Flow (WAWF). Quoter's must be registered in WAWF to be considered for award unless government purchase card is utilized for procurement.
