Description
DARPA-SN-10-69 Notice of Intent to Award a Sole Source Contract for Test Article Generation to The University of Southern California/Information Sciences Institute The Defense Advanced Research Projects Agency (DARPA), Contracts Management Office (CMO), on behalf of the Microsystems Technology Office (MTO), intends to award a Sole Source contract to the University of Southern California/ Information Sciences Institute (ISI) for continued design and development of Integrated Circuit (IC) test articles (i.e., ASIC and FPGA) for tool/technique validation with an 18-month Phase 1 (Base) and 18-month Phase 2 (Option 1). ISI is currently providing the subject research and development services to DARPA under Contract Number HR0011-07-C-0099 in support of the "TRUST in Integrated Circuits" program. The proposed sole source contract will involve ISI providing these services to DARPA in support of the impending "Integrity and Reliability of Integrated Circuits (IRIS)" program (DARPA-BAA-10-33, publication pending). Under Phase 1, ISI will develop a series of test article designs supporting 90nm to 45nm ASIC using on-shore design technologies and FPGA test article designs using advanced tools from Altera and Xilinx. The test article designs will be based on a System on Chip (SoC) architecture, and their size will vary up to 30 million transistors in size. Under Phase 2, ISI will be responsible for performing the same research and development; however, this unique work will have additional scaling and complexity requirements on the test articles that will result in ISI having to perform in a classified environment. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." ISI is in a unique position to conduct the subject research due to the fact they are currently providing such services in support of the TRUST program. The same team, resources, access to in-house laboratories, and existing contractual/IP arrangements with vital commercial IC product/solution developers will ensure that a high quality set of test articles is produced in time to support DARPA's impending IRIS program. This notice is NOT a request for competitive proposals and a solicitation is not currently available. However, interested parties may identify their interest and capability to respond to the requirement. Responses/proposals received within forty-five (45) days after date of publication of this notice will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. Interested parties may identify their interest and capability to meet the requirements by submitting a white paper and past performance data by no later than 15 October 2010 to Defense Advanced Research Projects Agency, Attn: Mr. Michael D.
