Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-10-T-0439. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-43 and DFARS Change Notice 20100820. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 314912 and the Small Business Standard is 500 employees. The proposed contract is 100% set aside for small business concerns. The Fleet and Industrial Supply Center, San Diego, Port Hueneme Division, requests responses from qualified sources capable of providing all or none of the following requirements: CLIN 0001: Truck Strap with Flat Hook, Size 3 x27 to 30 , 5000 lbs strength, 400 Each CLIN 0002: Fabric Tarp (commonly known as steel tarp), vinyl, size 16' x 27', fire retardant, 18oz, 150 EACH a. These vinyl fabric tarps (steel tarps) must meet the following requirements: i. Fire retardant standards CPAI-84, NFPA-701 & Title Guidelines of the California Fire Marshal. ii. Fabric must be UV Protected. iii. Orange in color. iv. Water proof. b. Construction of these vinyl fabric tarps (steel tarps) must meet the following requirements: i. #4 brass grommets on hem every24 . ii. Two rolls of DEE ring tie downs 24" on each long side. iii. DEE rings are to be sewn under continuous rows of 2" seat belt webbing and placed 2' & 4' up from the edge (hem) so that the opposing top rows on each side are 8' apart. iv. All stitching will be double-lock stitch construction v. All seams will be of welded seam construction. CLIN 0003: Tie Down Bungee Tarp Straps, 15 , 100 Each CLIN 0004: Tie Down Bungee Tarp Straps, 21 , 100 Each CLIN 0005: Tie Down Bungee Tarp Straps, 31 , 100 Each CLIN 0006: Tie Down Bungee Tarp Straps, 41 , 100 Each Delivery is required no later 30 days after date of order. Delivery Location is Port Hueneme, CA. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.247-34, F.O.B. Destination; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items with the following clauses applicable to paragraph (b): 52.219-6, Notice of Total Small Business Set-Aside 52.222-3, Convict Labor; 52.222-19, Child Labor-Cooperation with Authorities and Remedies; 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.232-33, Payment by Electronic Funds Transfer- Central Contractor Registration; 52.232-36, Payment by Third Party. Quoters are reminded to include a completed copy of 52.212-3 and its ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: DFARS 252.212-7000, Offeror Representations and Certifications - Commercial Items; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including 252.225-7001, Buy American Act and Balance of Payments Program. The quoter should also provide its Commercial and Government Entity (Cage) code, Contractor Establishment code (DUNS number) and Tax Identification Number. Quoters must be registered in the Central Contractor Registration (CCR) database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/.
