- Description
- The Naval Research Laboratory intends to negotiate on an other than full and open competitive basis with Northrop Grumman for Research and Development Services. The work is for the modification of a Northrop Grumman AN/APN-241 radar system for the development of an Anti Ship Missile (ASM) Simulator. The AN/APN-241 radar system that will be modified under this effort is owned by and manufactured by Northrop Grumman and is only available from this vendor. Northrop Grumman, is the only known source that possesses the expertise, knowledge and recognized authority on the proprietary drawings and schematics for the AN/APN-241 system to perform the required effort. NRL is developing an asset under the CTA Development Program. The asset is to be used as a surrogate coherent radar seeker for an Anti-Ship Missile for purpose of the evaluation of Electronic Attack techniques and systems. At the present time there are no other coherent seeker radar surrogates for use by NRL and the USN. Obtaining this capability is critical to the success of the mission of the USN. The CTA is being developed by significant modifications to the production radar, designated the AN/APN-241. It is imperative that NRL personnel have access to and gain detailed knowledge regarding the basic radar. This radar is proprietary to and is designed and produced by Northrop Grumman. It is imperative to the success of the CTA program that Northrop Grumman personnel provide engineering guidance, software support, and other engineering advice to NRL regarding the AN/APN-241. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
