Description The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB), plans to procure on a sole source basis the services of Dr. Caigang Xu, No. 37, Guoxuexiang, Chengdu, Sichuan Province, China, 610041 to provide support services to the DCEG on a hospital-based case-control study of lymphoma in Asia (AsiaLymph). This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The NAICS Code is 541990 Other Scientific and Technical Consulting Services with a Business Size Standard of $7.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Period of Performance: Performance shall be for the base year of twelve (12) months. The contribution of environmental, occupational and genetic factors to lymphoma has generated a series of novel, cutting edge findings in studies of Caucasians. However, the ability to follow-up, confirm and extend these observations has become limited by the low prevalence and limited range of several important chemical exposures and the high to complete linkage disequilibrium between key candidate genetic loci in Western populations. To optimize the ability to build on and clarify these findings, it is necessary to investigate populations that differ from Caucasians in both exposure patterns and underlying genetic structure. Thus, a hospital-based case-control study of lymphoma in Eastern Asia (i.e., AsiaLymph) of 3,000 cases and 3,000 will be conducted. The major postulated risk factors for evaluation in this study are chemical exposures (i.e., organochlorines, trichloroethylene and benzene) and genetic susceptibility. AsiaLymph should confirm and extend previous findings, and yield novel insights into the causes of lymphoma in both Asia and the West. Dr. Xu has previously collaborated on epidemiological initiatives with these hospital systems. A study coordinator is needed to manage all aspects of the AsiaLymph study for the participating hospitals in Chengdu, China. To successfully manage these hospitals, the investigator must have efficiently and productively worked with clinicians, pathologists, epidemiologists, and hospital administrators within these hospital systems. Dr. Xu is an expert in lymphoma with extensive experience conducting epidemiological studies in Chengdu. As such, Dr. Xu is the only candidate to fulfill the tasks of this procurement. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office on or before 11:00 AM EST on September 16, 2010. No electronic capability statements will be accepted (i.e. email or fax); an original and one copy must be sent to the NCI contracting office to the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
