Description
The USDA, Agricultural Research Service (ARS), Pasture Systems and Watershed Management Research Unit (PSWMRU), intends to negotiate solely with Picarro, Inc., in Sunnyvale, CA under the authority of FAR 6.302-1, to furnish and deliver a field portable Isotope Ratio Infrared Spectrometer System that is capable of measuring stable isotopes in environmental waters and water vapor samples, capable of flagging isotope results that are impacted by the presence of organic contaminants in water, and is not affected by changes in temperature or pressure. The system shall include 1) Isotopic Liquid Water and "Certified Continuous Water Vapor" Analyzer ; 2) High Precision Vaporizer ; 3) Auto-sampler CTC HTS PAL ; 4) Hardware/software for vapor calibration using auto-sampler; 5) Live, Remote Start-up Training and on-going support. The new Isotope Ratio Infrared Spectrometer system is required to measure stable isotopes (∂ 18 O, i.e. Oxygen-18, and ∂ D, i.e. Deuterium) in environmental waters and in water vapor samples that includes measuring and partitioning evapotranspiration (water vapor) directly from plants and soils. This equipment with be used in ongoing scientific research to develop tools, practices, and technology that conserve and protect water resources in cranberry production systems for the USDA, ARS, New England Plant, Soil & Water Laboratory (NEPSWL) in Orono, ME 04469. Required Delivery is 120 Days ARO. Shipping is FOB Destination. Warranty is one-year parts and labor. No other spectrometer systems have been located that are field portable, able to analyze stable isotopes in both water and water vapor, capable of flagging results impacted by the presence of organic contaminants in water, and are not be affected by changes in temperature or pressure. Only one responsible Source and No Other Supplies or Services will satisfy Agency Requirements, FAR 6.302-1(a)(2)). Picarro, Inc. is a small business and the only vendor located that has the above stated capabilities. When the supplies or services required by the agency are available from only one responsible source, or for DOD, NASA, and the Coast Guard, from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." The NAICS Code is 334519 with a size standard of 500 employees. This procurement is Set Aside 100% for Small Business. This is not a request for proposal. No solicitation is available. Companies with the demonstrated and financial capacity to provide and service such equipment and warranty must submit a written substantive statement outline the Company's and systems' capabilities, available service agreements and consumable (including price lists). This announcement and any other documents related to this procurement will be available electronically at the internet site http://www.fedbizopps.gov. The Contractor is responsible for monitoring the FBO website for information relating to this requirement. Offerors will be responsible for downloading their own copy of these documents. Contractors are required to acknowledge receipt of all Amendments (if any). If no affirmative responses are received within 6 calendar days of publication of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Picarro, Inc. under the authority of FAR 6.302.
