- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is F1D0150196A001 and is being issued as a combined synopsis/solicitaion.This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-43 This acquisition is 100% set-aside for small businesses. Period of Performance: 1 Oct 14 - 30 Sep 15 TOTAL PRICE OF BASE PLUS FOUR OPTION YEARS _____________. STATEMENT OF WORK (SOW) Protestant Parish Coordinator JOINT BASE ANDREWS NAF WASHINGTON 1. Contract Position Title. Protestant Parish Coordinator. 2. Scope of Responsibilities. Supports, assists with, coordinates, and administers the religious activities at Joint Base Andrews, Protestant Parish. The coordinator consults and coordinates with the Senior Protestant chaplain. 3. Education and Experience Requirement. The Protestant Parish Coordinator must: 3.1. Be able to efficiently organize and manage diverse programs to include vacation Bible school, Children's Church and AWANA (Approved Workmen Are Not Ashamed.) Must have personal computer competency working in a Windows environment or equivalent and MS Office. 3.2. Have sufficient amount of computer knowledge to enable the learning of worship presentation software (i.e. Song Show Plus or Easy Worship) and other programs to be adopted in the future which would be utilized within the Parish Coordinator's position. 3.3. Shall possess as a minimum a certification in theology or religious studies or related field 3.4. Have the ability to work in a multi-denominational environment. (i.e. Baptist, Methodist, Pentecostal, Church of Christ, etc.) 3.5. Demonstrate enthusiasm for parish ministry and work with chaplains, contractors, volunteers, and laity 3.6. Have at least 2 years recent experience as a coordinator for programs at a local church or chapel. 3.7. Be able to clearly express the details of basic Christian doctrine. 3.8. Submit a resume to include certificate(s) and work related references. 4. General Responsibilities. The Protestant Parish coordinator will: 4.1. Provide personal transportation to and from the work center to meet the requirements of the contract. 4.2 Develop a comprehensive understanding of the Protestant Parish organization, policies and procedures. 4.3 Develop an organizational listing of parish leadership protecting information according to Privacy Act Information requirements. 4.4. Coordinate, prepare and overview "Facility/Support Activity Requests" of parish activities for Senior Protestant Chaplain approval. Coordinate and prepare weekly Sunday bulletins for all Protestant services to include weekly announcements. 4.5. Compile and maintain computerized statistics of pertinent information regarding parish data in coordination with Senior Protestant Chaplain. 4.6. Develop, print and distribute schedules for parish volunteers, including, but not limited to Lectors, Musicians, Ushers, and Altar Servers as needed. 4.7. Prepare agendas, parish related documents, and minutes for Parish Council meetings. Coordinate and attend Parish Council meetings monthly. Will assist Parish Council President and Senior Protestant Chaplain in administration, planning, and organizing of Parish Council meetings and serves as Secretary. 4.8. In conjunction with program chaplains and parish leadership, plan, coordinate, execute and help recruit volunteers for parish functions, to include but not limited to Parish Retreats, Parish Appreciation, Parish Picnic, Sweetheart Banquet, Lenten Soup & Bread Dinners, Mothers' and Fathers' Day Luncheons, and annual parish advisory council elections and planning day. 4.9. Prepare official documentation for all church correspondence, to include but not limited to, Bulletins, Newsletters, Baptism, Marriage, Baby Dedication, Confirmation, and First Communion. 4.10. Maintain Protestant Parish program continuity files IAW 316 WG/HC policies. 4.11. Coordinate a recognition program for departing lay ministers and volunteers. 4.12. Become familiar with proper procedures, according to appropriate AFIs and OIs, to order needed supplies and equipment. 4.13. Monitors budget spending in consultation with Senior Protestant for all Protestant programs. 4.14. Must be available to attend local and regional educational workshops as necessary. 4.15. Brief Protestant Parish program at base functions, if available. 4.16. Provide orientation for new volunteer staff members in the area of facilities, funding, Protestant Parish policies, and available resources. 4.17. Organize/coordinate all volunteer training events each year in coordination with chapel staff, one offered in the fall and one in the spring. 4.18. Plan, coordinate, and execute Annual Volunteer Appreciation Banquet, Barbeque, or Luncheon. Plan events and consider ways to honor and recognize the volunteer staff during the year. 4.19. Coordinate the annual Christmas and Easter programs when such programs are deemed necessary or desirable by the Protestant Parish Council. 4.20. Comply with all Federal, State, and Local Laws and requirements and Air Force Instructions which are found to apply to this position. 4.21. Submit an application for a background check to the RE chaplain or designee according to Department of Defense Instruction (DoD 1402.5), Criminal History Background Checks. 4.22. Ensure all volunteers working with youth below 18 years of age receive a background check as described in DoD 1402.5. This function may be coordinated with other staff members as directed by the Wing Chaplain or Senior Protestant Chaplain. 5. Specific Responsibilities. The Protestant Parish coordinator will: 5.1. Develop and submit an annual calendar of events (In consultation with the Senior Protestant Chaplain), Chapel Tithes and Offering Fund and appropriated fund budgets, and an annual program requirements order to the Senior Protestant and/or Wing Chaplain as determined by local instructions. 5.2. Coordinate all Protestant Parish support requirements with the Senior Protestant Chaplain or his/her designated representative. 5.3. Keep a record of attendance and offerings and other data in coordination with Senior Protestant Chaplain or his/her designated representative. 5.4. Submit fund requests as required for support of the Protestant Parish. 5.5. Project the required amount of training curriculum material needed for laity training and submit an annual order to the RE chaplain. 5.6. Submit monthly Protestant program attendance reports to the Senior Protestant Chaplain on the last Monday of each month. Keep statistical record as needed. 5.7. Attend monthly parish council meetings and semi-annual Financial Working Group meetings as a voting member and attend weekly HC staff and team meetings for informational/coordination purposes. 5.8. Maintain the Protestant Parish coordinator's office in a clean, orderly, and safe manner. 5.9. Submit/create reproduction needs (publicity, bulletins, and newsletters) by suspense dates. 5.10. Be accountable for opening and securing the chapel building and other facilities used for activities when Chaplain Assistant is not on duty. 5.11. Maintain office hours at base chapel/chapel offices in Chapel 1 at least 25 hours each week. Office hours Tu-Th afternoons 1-4. The PPC would have general administration responsibility for our protestant programs; Life Night would take the full measure of devotion. VBS would keep the PPC busy most of the summer, and seasonal holiday efforts & initiatives. 5.12. Be responsible for ensuring parish volunteers and/or workers are aware of local safety requirements and procedures. 5.13. Accountable for paying any Social Security payments, Federal or Local Income Taxes, State Unemployment Insurance premiums and host nation taxes that may be applicable for themselves, as well as any individual employed or subcontracted by them to provide services under this contract. 5.14. Personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Senior Protestant Chaplain. Submit the names and qualifications of proposed subcontractors to the Senior Protestant Chaplain for approval at least 14 days prior to the proposed absence. Subcontractors must meet the requirements for the position as outlined in this Statement of Work (SOW). Subcontractors will submit a resume to show qualifications prior to authorization. Contractor is responsible for payment of substitute. 5.15. Coordinate all support requirements with the Senior Protestant Chaplain or a designated representative. 5.16. Develop, as appropriate and in consultation with the Quality Assurance Person at the chapel or designated representative, an annual calendar of events, Chapel Tithes and Offering Fund Budget, and appropriated fund budget. This information is submitted as required by local Chaplain Service operating procedures. 5.17. Market the entire chapel program to the base community and Andrews area as needed and appropriate, in coordination with Senior Protestant Chaplain, Senior Catholic Chaplain, and Catholic Parish Coordinator. This may include, but is not limited to: chapel website updates, regular Protestant chapel newsletters, Fly-bys to AFN Radio and/or TV, coordinating with the 316 WG with advertising in their newsletter/Compass/marquees. 6. The Wing Chaplain. 6.1. Reviews the contract annually to consider exercise of option. 6.2. Ensures that the unit rate of payment for the services described in this SOW is in 12 monthly installments. 6.3. Provides office space with desk, chair, computer, printer, filing cabinets, bookcases, phone, expendable office supplies and other items deemed necessary to perform services described in this SOW. 7. The Contract Officer. 316 WG/HC will monitor and inspect the contractor's performance. The contractor is notified in writing by the contracting office of all noncompliance work, and is given an opportunity to correct, if possible, nonconforming work. The contractor is given an opportunity to respond in writing to any notice of noncompliance. ******Notice to all Offerors: This is an Unfunded Requirement. Funds are not currently available for this requirement. No award will be made for this requirement until funds are available. The Government reserves the right to cancel the requirement before or after closing.
