Description
This is a SOURCES SOUGHT NOTICE for Market Research ONLY to determine the availability of firms who are able to provide expertise in fisheries and habitat feature monitoring for a period of up to five years. Potential monitoring sites will include representative existing completed levee repair sites, potential future levee repair and/or mitigation sites, and other sites identified for comparison. The Contractor will monitor upland habitat features, and aquatic vegetation and habitat features, fish presence, absence, and relative use will be evaluated and localized in-water hydraulic conditions will be characterized at all monitoring sites. All work will be performed with the Sacramento District, U.S. Army Corps of Engineers Boundaries. This project is planned for advertising on or after October 1, 2010. The duration of the project is 5 years (Base plus 4 option years). NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS IS AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential Offerors' having the skill, capabilities necessary to perform the described project are invited to provide feedback via email to Mr. Robert Garcia at Robert.S.Garcia@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. NAICS CODE The NAICS Code is 541620. The size standard for this NAICS is $7,000,000.00. PROJECT DESCRIPTION The Contractor will use standardized fish sampling and field survey techniques. Fish monitoring will include electrofishing which will be performed by qualified electrofishing experts in conformance with the National Marine Fisheries Service Electrofishing Guidelines ( http://www.nwr.noaa.gov/ESA-Salmon-Regulations-Permits/4d-Rules/upload/electro2000.pdf ). The Contractor should also have expertise in using snorkel surveys, Didson cameras, trapping, seining, or a combination depending on site conditions. The Contractor should have the capability to measure flow velocities through inundated bench areas and instream woody material (IWM) areas using standard flow meters. The Contractor will monitor the establishment and retention of the project habitat features integrated into the critical levee repairs, with an emphasis on those measures that are key input variables to the most current Standard Assessment Methodology model developed for the Sacramento River. The key project measures include seasonally inundated benches, planting of emergent marsh vegetation, planted IWM, planting of riparian vegetation, and other measures. The Contractor will monitor vegetation using a repeatable survey design that will measure gross site evolution plant survival, native plant recruitment, non-native plant recruitment, plant development (diameter at breast height, and tree and shrub heights) canopy cover, species, composition, and over-hanging shade. The Contractor shall provide the expertise ofa biostatistician, or individual with biostatics knowledge, to determine the sampling procedures and number of sites needed for monitoring, such that the fisheries data will bem ost helpful in drawing conclusions with some level of statistical confidence. It is recognized, however, that various factors, such as practical difficutlties in obtaining accurate fish counts, spatial and temporal variability in fish populations, and the multipel variables affecting those population other than the habitat performance of the repairs, will limit the ability to obtain high degrees of confidence for the desired correlations. CAPABILITY STATEMENT (The submission is limited to 10 pages). A. Offeror's Information: § Offeror's name, address, point of contact, phone number, and e-mail address. § Offeror's interest in bidding on the solicitation when it is issued. § Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years - brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. § Offeror's office locations and staffing. B. Management: § Identify management staff. The management staff must have a minimum of five years of experience in work similar to that listed above. § Ability to manage complex environmental task orders within California. § Identify key projects where the management and technical staff gained work experience. C. Technical: § Knowledge and past experience related to all types of work listed above (environmental, development of prescribed burn plans and associated closure documents in concert with local air board and fire department on NPL and non-NPL sites, community outreach associated with environmental clean-up, and Quality Assurance checks on all electronic data and deliverables). § Identify experience and/or working relationships with regulatory agencies and other stakeholders. BUSINESS SIZE A. If an 8(a) or small business were to receive an award as prime contractor as a result of any future small business set-aside service solicitation, the small business prime will be required to comply with FAR 52.219-14 which states that "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern". If your firm is an 8(a) or a small business, provide evidence that on past contracts of a similar nature that your firm (as the prime contractor) was able to comply with this requirement. B. Identify(Offeror's type of small business and business size ("other than small" business, small business, HUBZone small business, service-disabled veteran-owned small business, veteran-owned small business, or 8(a) contractor); C. Offeror's Joint Venture information, if applicable - existing and potential. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. After completing its analysis, the Government will determine how to proceed with the procurement. Any potential and future solicitation(s) that may come about as a result of this notice will be posted to FedBizOpps.gov.
