- Introduction This is a Request for Information (RFI) from interested parties by the Precision Guidance Office at the Naval Air Warfare Center Weapons Division (NAWCWD) regarding technologies that could be adapted to existing targeting systems to provide a unique set of signature metrics for a typical target in a complex environment. This RFI is open to all capable and qualified commercial sources, and partnering is encouraged. Purpose of Request for Information (RFI) Specifically, we are seeking parties that are using or developing technologies that can be used to provide a unique set of signature metrics for a typical moving target in a complex environment. This technology must be capable of integration into a scalable, ruggedized and militarily useful module and either provide means of communication between targeting platform and weapon or be conducive to the addition of a data transfer system. The purpose of obtaining these unique characteristics is to allow a weapon to uniquely acquire/re-acquire a target once in the air and in the position to engage the target. In other words, the objective is to provide a pilot with the confidence of laser-guided weapons in a weapon that is launch and leave capable. The most important parameters of the technology include: 1) its ability to obtain measures/features that either independently or collectively will uniquely identify a selected moving or mobile target, 2) the ease in which the technology could be integrated into existing targeting and weapons systems, and 3) how transferable the metrics are between the targeting and weapons platforms. Information Requested Instructions to Responders: Responses to every area and all questions are not required. Address only those areas and questions which are appropriate based on your capabilities and knowledge. 1. Responders are requested to provide a high-level description of their capability of obtaining a unique signature of a target and their capability of packing these technologies in a militarily useful configuration. The desired technology should have the ability to take an unambiguous signature measurement from the target using a targeting sensor and transfer that measurement to a weapon that can use it to engage that target and only that target with the same level of confidence (or better) that we currently have using laser guided weapons. The intent of research into these types of technologies is to provide an alternative to the use of laser guided weapons when the use of said weapons would require that the targeting platforms accept a high risk of engagement by ground combatants. Capabilities provided should be as specific as possible and should identify unique technical development experience and qualifications in specific areas. 2. Responders are requested to provide an overview of the method employed by the targeting technology to obtain the unique signature metrics and meet the overall goals stated above. Techniques of interest include but are not limited to those that utilize: hyper-spectral imagery, polarization characteristics of materials, and/or automatic target recognition. If possible, please describe why this method is ready to move beyond the science and technology development stage or what supporting technologies must be developed to support the maturation of the technology. Please provide a rough order of magnitude cost and schedule to meet the technical goals of the program. 3. Responders are requested to provide an overview of the technology ™s capability to be packaged into existing or future weapons systems. This should include descriptions of its overall size, weight, power requirements, and other limiting factors. In addition, a discussion of its possibility of being miniaturized is requested. 4. Responders are requested to provide an explanation of any/all methods that the described technology uses to transfer the signature metrics between the targeting and weapons platforms. As an alternative, if the technology does not include an existing transfer system, please provide a discussion of the signature metrics ability to be transferred including: data format, packet size, memory requirements, etc. as pertinent. 5. General information is requested in response to the following specific questions: a.Provide a detailed description of the proposed technologies and how they can meet the requirements of this RFI. a. What are the CONOPs for the application of the proposed technology to solve the problem? b.How robust is the proposed approach? Is it aspect, range, and orientation invariant? Are there any time of day, season, cloud cover, or weather limitations? Are there limitations on what type of target, target velocity or acceleration? Can the proposed approach address air targets, surface targets, and/or water targets? Are there limitations due to land backgrounds and clutter, or maritime backgrounds and clutter? What is the expected performance in the presence of smokes, dust, obscurants, and nominal countermeasures (CM)? c.If applicable, provide alternate solutions to the problem. b.Provide a program overview of proposed approach and include the following a.What is the program ™s history, background, and schedule? Include program schedule from start to present and road map for out years (5-10 years, beyond 10 years) b.What are the funding sources (including as appropriate: internal, DoD, government and other)? c.Provide information to assess the maturity level of the technology. a.What are the accomplishments to date? b.What are the results of any studies/analysis/modeling? c.Is there any testing or measurements data? d.How many units have been built? Include breadboards, prototypes, and engineering models. e.Is there any environmental test data? d.What level of effort, resources, and time is required to meet the stated goals? It does not constitute a Request for Proposal (RFP) or a commitment by the U.S. Government, nor should it be construed as such. Respondents are advised that Precision Guidance Office is under no obligation to acknowledge receipt of information received, or provide feedback to respondents with respect to any information submitted under this RFI. There shall be no basis for claims against the Government as a result of any information submitted in response to this RFI. The Government does not intend to award a contract on the basis of this RFI, or reimburse the costs incurred by providing the information requested under this notice. All information submittals containing proprietary data shall be appropriately marked. It is the respondent ™s responsibility to clearly define to the Government what is considered to be proprietary data. How to Respond All respondents shall include their assigned Commercial and Government Entity (CAGE) Code. Respondents are further requested to indicate their status as a foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees. Due to the nature of this potential effort, no foreign country sources will be considered. The responses should not exceed 20 pages in length, and shall be delivered to Dustin Barros, no later than September 30, 2010. All responses shall be in an electronic format via email or on CD-ROM.
