Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division - Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Yankee Environmental Systems, Inc. of Turner Falls, MA for a Multifilter Rotating Shadowband Radiometer for the National Oceanic and Atmospheric Administration (NOAA) located at Boulder, Colorado. ***The sole source determination is based on NOAA's market research and expert knowledge in determining that Yankee Environmental Systems, Inc. is a unique source to fulfill this need based on the specialized instrument manufactured for solar and radiation research conducted by NOAA. No other institution or company currently manufactures an automated instrument that can precisely conduct spectral measurements at the six required wavelengths (nm): 415, 500, 615, 673, 870, and 940 to allow the reconstruction of the incident solar spectral irradiance and the determination of optical depths of water vapor, aerosols, and ozone (using the Chappuis ozone absorption bands). Instrumentation is also required to be compatible with existing Multifilter Rotating Shadowband Radiometers in the network to allow the intercomparibility of past solar irradiance measurements to identify climate trends. ***This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 10 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
