- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is 09012010BAA and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-44. The associated North American Industrial Classification System (NAICS) code for this procurement is 115116 with a small business size standard of $7.00M. This requirement is a [ Service-Disabled Veteran Owned ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-09-10 11:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The Department of State requires the following items, Meet or Exceed, to the following: LI 001, This is action is for advisors to the GoSS Ministry of Defense (MoD). The requirements are outlined in the Attached Statement of Work. Offerors must submit proposals in order to be considered for award. The advisors will be managed by the Department of States Bureau of African Affairs, Office of Special Envoy to Sudan and the U.S. Consul General in Juba. The purpose of the advisors is to provide Policy planning, human resources, financial management, and strategic outreach support to the MoD/SPLA affairs as a practical mechanism to enhance the MoDs ability to consistently manage the transformation of the Sudan Peoples Liberation Army (SPLA) from a largely guerrilla force to a regular military operating under the MoD/SPLA affairs as the civilian authority within the Government of Southern Sudan (GOSS). As part of this assistance, the US Department of State will support the creation and the development of the management training and advisory group in Juba, Southern Sudan to provide training and mentorship to the MoD management staff and leadership. Additionally, the advisors will support the civilian leadership but will not be directly involved in the day to day decision making activities of the MoD/SPLA Affairs. They will however be assisting the MoD senior civilian managementstaff at all levels in their role as advisor and mentor while focusing on those areas below that are not being performed to established standards. USSES will work with with Minister of Defense/SPLA Affairs and senior staff to identify counter parts for each of the advisors as well as establish a management group comprised of Sudanese civilian reporting to the MOD. Contractors will report to Minister of Defense/SPLA Affairs but also work with other civilian agencies as needed. Place of Performance: Work shall be performed at the MoD in Juba, Southern Sudan with travel throughout the Southern Sudan region. Period of Performance. This task order shall consist of a one year base period with (1) one year option., 1, LT; LI 002, Option Year One, 1, LT; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
